4 books a year were published in St. Petersburg at the Imperial Academy of Sciences. The output of the journal reflected the desire to strengthen the links between science and practice. Its creation was influenced by the approval in 1803 of a new charter - the “Regulations of the Academy of Sciences”, according to which it was recommended, along with “pure” sciences, to engage in production technology, “... directly turn their works ... to improving factories, manufactories, crafts and artistic sources of wealth and forces of states. " The same charter states that the Academy of Sciences “must annually publish one volume of Notes worthy of note on its practical use under the name of the Technology Journal”.
The first editor-in-chief was Academician V. M. Severgin . In 1806, additions were added to the journal, containing " mathematical , physical , chemical , mineralogical , zoological , botanical and other news."
A continuation of the Technological Journal was Uchenye Izvestia, which appeared under some issues of St. Petersburg News in 1816-1826.
