Irina Viktorovna Belykh (born August 16, 1964 , Moscow ) is a Russian political figure, deputy of the State Duma of the VI and VII convocations. Member of the faction "United Russia" , member of the State Duma Committee on State Building and Legislation [1] .

Biography
After graduating with honors from nine classes, she entered the Pedagogical School No. 2 of the Dzerzhinsky District. After graduating from college, she entered the Moscow State Correspondence Pedagogical Institute, which she graduated in 1989. In 2004, she underwent retraining at the Moscow State Pedagogical University at the faculty of advanced training and professional training. In 2006, she underwent retraining under the program “State and Municipal Administration” at the Moscow Academy of Entrepreneurship under the Moscow Government. In 2006, she received a Ph.D. degree in economics, defending a thesis at the Moscow Financial and Industrial Academy [2] [3] .
Since 1985, she worked at school No. 235 as a primary school teacher, and since 1988, a mathematics teacher. From 1990 to 1992, she worked at the International House of Folk Traditions of the People's Diplomacy Fund as the head of the international department. In 1996, she was appointed deputy director of school No. 235 [3] .
On March 14, 2004 she was elected a deputy, elected a deputy of the Meshchansky Municipal Assembly (Council of Deputies), in October 2004 she was elected chairman of the Council of Deputies - head of the Meshchansky intracity municipal district. She was re-elected deputy in 2008, was elected chairman of the Council of Deputies - the head of the Meshchansky intracity municipal district. In 2012, she was elected as a deputy of the Meshchansky Municipal Assembly for the third time [4] .
From 2005 to 2012, she was a member of the Presidium of the Council of Municipalities of the city of Moscow. From 2010 to 2012, she was Chairman of the Council of Municipalities of the city of Moscow [5] . From 2012 to 2013 she was the secretary of the Moscow branch of United Russia, instead of Sergei Sobyanin [6] .
In October 2013, she prematurely resigned from the deputy of the Meshchansky Municipal Assembly in connection with the transfer of the vacant mandate to the deputy of the State Duma of the VI convocation Vladimir Dolgikh [7] .
On September 18, 2016, she was elected to the State Duma of the VII convocation in the single-mandate constituency No. 207 [8] .

From 2011 to 2019, during the exercise of powers of a deputy of the State Duma of the VI and VII convocations, she co-authored 78 legislative initiatives and amendments to draft federal laws [9] .

May 22, 2016, on the day of voting on the primaries of United Russia , a video appeared on the network in which allegedly fake votes in favor of the deputy. On the air of Life TV channel, Irina Viktorovna stated that she did not see anything wrong with this, and also reported on the threats she was receiving [11] .
