Biography

Born August 31, 1952 in Palermo (Sicily). In 1975, he graduated from the University of Pisa with a degree in law ; in 1986, he received a higher historical education at the same university. After graduation, he served in the officer post in the Financial Guard. In 1977, having passed the competition, he entered the Varese , in 1979 he received the position of adviser to Milan , in 1993 he headed the apparatus of the Milan prefecture, in 2000 he became the first deputy prefect. In 2003 he was appointed prefect of the Republic in Lucca , in 2006 he was transferred to Brescia . In 2008, he headed the Department of Fire Safety, Assistance to the Population and Civil Defense at the Ministry of the Interior . On August 8, 2013, he was appointed Prefect of Milan, and on October 30, 2015, the Prefect of Rome, Franco Gabrielli, appointed Francesco Paolo Tronca as Commissioner of the Italian capital after the resignation of Mayor Ignazio Marino [1] [2] .

As the prefect of Milan, he came into conflict with the mayor Giuliano Pisapia , who pursued a policy of recognition of same-sex marriages concluded outside of Italy. Minister of the Interior Angelino Alfano was outraged by the fact of the confirmation of thirteen such marriages and issued a circular for prefects demanding to cancel such decisions of local authorities. Pisapia refused to satisfy Tronka's demand, and he appointed a commissioner to carry out this task. The question was transferred to the legal plane: the prosecutor's office opened a case against the Mayor of Milan on suspicion of abuse of office due to disobedience to the prefect, but it was sent to the archive without any decision. Later, the Italian Council of State decided to support the actions of the Ministry of Internal Affairs. Another charge against Tronka was published by the newspaper L'Unità : the article claimed that on May 11, 2011 (when Tronka headed the fire department of the Ministry of Internal Affairs), one of the fire engines was used as a city car rental service with a driver ( NCC ) to deliver Tronk’s son and another person for the football match Roma - Inter [3] .

On November 1, 2015, he officially assumed the post of Prefectural Commissioner ( commissario prefettizio ) of Rome after the scandalous resignation of Mayor Ignazio Marino . On the same day, Tronka attended the Mass held by Pope Francis and met in person. Among the main tasks of the commissioner, the press called the organization of anniversary celebrations on the occasion of the 50th anniversary of the completion of the Second Vatican Council , the start of which was scheduled for December 8, 2015 (the festivities are simply referred to in the Italian press as Giubileo ) [4] .

On June 22, 2016, Virginia Raji , who was elected mayor of Rome, took office, and Tronka automatically resigned as the prefectural commissar [5] .
