It was established by Decree of the President of the Russian Federation dated April 22, 1996 No. 578 “On the Assignment and Preservation of Qualification Ranks to Federal Public Servants”. By the Decree of the President of the Russian Federation dated February 1, 2005 No. 113 “On the procedure for the appropriation and preservation of class ranks of the state civil service of the Russian Federation”, when class ranks were established for federal state civil servants. Previously assigned qualification ranks began to be considered class ranks (the same decree approved the table of correspondence of former qualification ranks and newly established class ranks).

The class rank of the adviser of the state civil service of the Russian Federation of class 3 is assigned by the federal civil servant to the representative of the employer in the person of the head of the federal state body or the representative of this head, who exercise the powers of the representative of the employer on behalf of the Russian Federation .

According to the table of correlation of class ranks of the Federal State Civil Service, military and special ranks, class ranks of justice, class ranks of prosecutors (as amended by Decree of the President of the Russian Federation of September 30, 2013 N 744), the class rank corresponds to the military rank - lieutenant ; special rank - lieutenant : police (militia), internal service, justice, customs service ; classroom justice - counselor of justice grade 3 ; the class rank of the prosecutor’s employee is a class 3 lawyer .
