Established by the Decree of the President of the Russian Federation of April 22, 1996 No. 578 “On the Assignment and Preservation of Qualification Classes to the Federal Government Official”. By Decree of the President of the Russian Federation of February 1, 2005 No. 113 “On the Procedure for Assigning and Preserving the Class Officials of the Civil Service of the Russian Federation” for federal civil servants when class ranks were established. Previously assigned qualification ranks began to be considered class ranks (the same decree approved the table of correspondence between the previous qualification ranks and the newly established class ranks).
The class rank of a civil servant of the civil service of the Russian Federation, class 1, is assigned by the federal civil servant representative of the employer in the person of the head of the federal government body or a representative of this manager who exercises the powers of the representative of the employer on behalf of the Russian Federation .
According to the table of the ratio of the class ranks of the Federal State Civil Service, military and special ranks, the class ranks of justice, the class ranks of prosecutors (in the editorship of the Presidential Decree of 30.09.2013 N 744), the class rank corresponds to the military rank - junior lieutenant ; special rank - junior lieutenant : police (militia), internal service, justice, customs service ; the class of justice is a lawyer of the 1st class ; the class rank of prosecutor’s employee is a junior lawyer .
