Biography

Born in the family of a sugar factory worker , after receiving a law degree as a judge . In 1986 he graduated from high school number 1 in Kovel . In 1988 he entered and in 1992 graduated from the Kurgan Higher Military-Political Aviation School (KVVPAU), an officer with the highest military specialty “ social teacher ”, received a diploma with honors. In 1997 he graduated from Lviv National University named after I. Y. Franko , Faculty of Law . From 1992 to 1996 he served in the Air Force of Ukraine, deputy commander of the aerodrome operational company of the Lutsk airfield in Lutsk . [1] He left military service in connection with the state of health, as a result of injuries received during military service. From 1997 to the present, in the Volyn Regional Bar Association .

In 2010, he ran for the position of the Mayor of Kovel from the Selyansky Party of Ukraine . From December 2013 he was on the Maidan , where he became a member of the public unit for the protection of public order "Volyn Self-Defense". [2] In 2014, the commander of the clan "West" of the 24th battalion of territorial defense "Aydar" of the Armed Forces of Ukraine . Since November 2014, he is a people's deputy of the Verkhovna Rada of Ukraine of the VIII convocation, elected in the single-mandate electoral district No. 22 from the Popular Front party.

Parliamentary activities

Member of the faction " Popular Front ". Member of the Verkhovna Rada Committee on Legal Policy and Justice. First Deputy Chairman of the special control commission of the Verkhovna Rada of Ukraine on privatization . The key areas of activity are judicial reform and the reform of the armed forces of Ukraine . He stands for patriotic and military education, for the creation of territorial defense units and a reserve army . Defends the interests of the state in the privatization of key facilities. He stands for the recognition of Russia by the aggressor state and the fact of war on the territory of Ukraine. Supports restrictions on the use in Ukraine of media products of Russia as an aggressor state.

Co-author of such bills as: “On Denouncement of the Treaty between Ukraine and the Russian Federation on Cooperation in the Use of the Sea of ​​Azov and the Kerch Strait ”, “On Denouncement of the Agreement between the Cabinet of Ministers of Ukraine and the Government of the Russian Federation on the Order of the Russian-Ukrainian Border Of the Russian Federation ”,“ On Amendments to the Law of Ukraine „on ensuring the rights and freedoms of citizens and the legal regime in the temporarily occupied territory of Ukraine s “regarding the improvement of legislation on the temporarily occupied territories”, “On the territorial defense of Ukraine”, “On the termination of diplomatic relations with the Russian Federation”, and the like. He supported the reformist laws on changes to the law "On the Prosecutor's Office " and changes to the Constitution of Ukraine (in terms of justice ).

On November 1, 2018, Russian sanctions were imposed against 322 citizens of Ukraine, including Igor Lapin [3] .
