Samoplavsky, Valery Ivanovich

Born on February 28, 1952 in Radomyshl, Zhytomyr region of Ukraine .

In 1974 he graduated from the Forestry Department of the Ukrainian Agricultural Academy (now the National University of Life and Environmental Sciences of Ukraine, Kiev ) with a degree in forestry, qualifying as a forestry engineer.

He began his career as an assistant forester in 1974-1977, later a forester (1977-1981) Komarovsky forestry Teterevsky forestry. Work in these positions made it possible to deeply study the nature of the forest and the specifics of forestry production. Later, in 1981-1982 he worked as the chief forester, and since 1982, he was the director of the Baranovsky leshoz. Since 1985 - chief engineer, since 1986 - head of the Zhytomyr Regional Department of Forestry and Logging. In the period 1987-1997 - Minister of Forestry of Ukraine, and after the reorganization of the ministry, until 2002 - Chairman of the State Committee for Forestry of Ukraine). From 1989 to 1991 - People's Deputy of the USSR in the territorial constituency No. 490 (Lviv region). In 1994, V. I. Samoplavsky was appointed First Deputy Prime Minister of Ukraine, but in the same year he returned to the post of Minister of Forestry of Ukraine of his own free will. During the years of Samoplavsky’s tenure as a minister, the volumes of forest stands annually exceeded the area of ​​logging of ripe forests; at world forest forums, Ukraine was perceived as a European state in the field of forest policy, primarily for a balanced, science-based approach to forestry. In 1997-1999 he was a member of the Commission on Agrarian and Land Reform under the President of Ukraine.

Since 2002 - Chairman of the Society of Foresters of Ukraine.

From April 2002 to March 2006 - People’s Deputy of Ukraine of the 4th convocation , elected according to the lists of the Electoral Bloc of Political Parties "For United Ukraine!" Member of the Agrarian Party (subsequently People’s Party). Member of the Committee on Environmental Policy, Environmental Management and the Elimination of the Consequences of the Chernobyl Disaster.

PhD in Economics. The dissertation “Improving organizational and economic methods of forestry management in the transition to market relations” was defended in 1993 in the Lviv branch of the Institute for Regional Studies of the NAS of Ukraine.

Samoplavsky V. I. conducts teaching at the National University of Life and Environmental Sciences , preparing specialists in the field of "forestry and landscape gardening". He gives lectures on the disciplines: "forest policy" and "environmental principles of reforestation and afforestation." Scientific and pedagogical work experience is 17 years.

The main areas of scientific activity of V. I. Samoplavsky concerning the elaboration of forest policy issues, the development of a forest industry development strategy, and the solution of modern problems of reforestation and afforestation. More than 20 publications were published on these issues:
