Biography

From the nobility of the Kharkov province . The elder brother of Lieutenant General Alexander Rutkovsky . After graduating from the 2nd St. Petersburg gymnasium, he entered military service on August 5, 1870. He was released from the 1st Military Pavlovsky School with the rank of ensign in the 2nd Reserve Horse Artillery Brigade (July 17, 1872). Second Lieutenant (December 29, 1873). He participated in the Russian-Turkish war of 1877-1878, deserving five military orders for the differences shown; was promoted to lieutenant (December 29, 1877).

He graduated from the Nikolaev Academy of the General Staff (1882).

On April 5, 1887, with the production of lieutenant colonels, he was appointed head of the troop movement on the railroads of the Dinaburgo-Tsaritsyn district, and on July 17 of the following year he was transferred to the post of head of troop movement on the Transcaucasian railway and waterways of the Transcaucasian region; April 21, 1891 promoted to colonel . On June 21, 1894 he was appointed chief of staff of the 4th Cavalry Division .

From December 2, 1896 to December 14, 1899, the commander of the 13th Kargopol Dragoon Regiment . On December 14, 1899 he was appointed chief of staff of the 2nd Caucasian Army Corps , on April 9, 1900 he was promoted to major general , and on November 27, 1902 he was transferred to the post of chief of staff of the 12th Army Corps .

During the Russian Japanese War of 1904 - 1905, on July 12, 1904 he was appointed chief of staff of the Amur Military District , headed by generals R. A. Khreschatitsky , and after his removal from office, P. F. Unterberger . April 2, 1906 promoted to lieutenant general .

He personally participated in the first stage (May - June 1906) organized on the proposal of the Amur department of the Imperial Russian Geographical Society and in accordance with the order of P.F. Unterberger of April 22, 1906, the expedition of V.K. Arsenyev to examine the Sikhote-Alin ridge and the coastal strip in the Ussuri region .

From October 17, 1906 to May 3, 1910 the head of the 11th cavalry division . Along with other persons who previously served in the Far East, he was invited as an expert to discuss the project of the French engineer Loic de Lobel , speaking on behalf of the American syndicate with the proposal to build a railway through the Bering Strait on extremely favorable conditions for the syndicate, strongly opposed, considering that the initiators of the project only want to “ capture our remote rich areas ” [1] .

By the highest order of May 3, 1910, he was promoted to general from the cavalry with dismissal from service with a uniform and pension.
