The background of the conflict was related to the events of the civil war of 1846 , after the victory in which the Conservative Party agreed to nominate the leader of the Liberal Party, Jose Tadeo Monagas, as president, who could achieve reconciliation between the two parties.

Monagas confidently won the election and became president of the republic. Conservative leader Paes and his associates tried to control Monagas, but he soon dissociated himself from both conservative and liberal ideas. At a congress of conservative party members, Paes tried to hold the president accountable for violating the Constitution, but the attempt failed after members of the congress were attacked by supporters of liberals and the crowd.

Paez announced a rebellion on February 4, 1848 in Calaboso, and after declaring himself head of the army to restore constitutional order, he occupied San Fernando de Apure . Monagas directed General Santiago Mariño against the rebels. Marigno, at the head of the army, defeated Paes on March 10 in the battle for Los Araguatos, after which Paes left the country.

Meanwhile, hostilities unfolded in the west of the country, in Koro and Zulia . Paez arrived in La Vela de Coro in 1849 and gained a foothold in Cojedes , but capitulated after the defeat at Casupo.

With the capture of the main leader of the conservative movement, the rebellion lost its strength and almost completely stopped after the capture of Maracaibo by the liberal forces. The country established the first rule of the liberals, interrupted by the March Revolution of 1858 .
