Elections to the Altai Regional Legislative Assembly (2011)

Elections to the Altai Territory Legislative Assembly of the VI convocation were held in Altai Territory on a single voting day on December 4, 2011, simultaneously with the elections to the State Duma of the Russian Federation . The elections were held according to a mixed electoral system: out of 68 deputies 34 were elected by party lists (proportional system), the other 34 - by single-mandate constituencies (majority system). To get to the regional assembly according to the proportional system, the parties had to overcome the 7% barrier. The term of office of the AKZS of the sixth convocation is five years.

Election Results

As a result of the election, candidates from the United Russia party strengthened their position. And this despite the fact that the results of the vote for United Russia (United Russia) were not the most impressive, and the opposition parties, on the contrary, increased their interest. However, representatives of United Russia won in all 34 districts.

Voters each received two ballots for the election of deputies of the AKZS: in one they had to tick the opposite of the party, in the other - opposite to the particular candidate running for the district. Accordingly, each party could receive support from the population in two areas: party and personal. The voting results showed: three out of four parties - the Communist Party, the Liberal Democratic Party and Just Russia (SR) - significantly increased the sympathy of the region as a union, while ER weakened its position as a party, but at the same time worked most effectively in selecting candidates on the county.

40.27% of voters who came to the polls voted for "ER" in the region, 25.26% for the Communist Party, 16.41% for the LDPR and 15.8% for the "CP". Compared with the elections to the Legislative Assembly in 2008, the party in power lost more than 13% of the vote. The Communists increased the result by almost 6%. Fair-Russia improved their positions more than twice, in 2008 they gained only 7.7%. Zhirinovites showed unprecedented stability, gaining virtually as much as in the previous election.

In almost all areas of the region, United Russia won. Only in the Blagoveshchensk district the result of the party in power exceeded the Communist Party, which gained 35.21% there - 0.7% more than the "United Russia". In terms of the territory of the region, the largest of the results obtained belongs to United Russia - in the Klyuchevsky district 59.98% voted for it. The smallest result in the Petropavlovsk district was shown by SR, where 8.25% of voters voted for it (see table).

In total, 912.8 thousand residents of the region voted for all parties in the elections to the AKZS - out of almost 1.8 million registered in the voters list.

Despite a steady increase in the support of opposition parties among the population, only the Communists will be able to improve their numerical position in the AKZS. According to preliminary data, they should receive nine seats versus seven in the previous convocation. The LDPR, repeating the result of the vote, can claim its previous six mandates. But “SR” will reduce its representation in the AKZS: in 2008, it received only two places on the list, but its representatives won in five districts. Now she will get only five mandates on the list.

It was the constituencies that pulled United Russia into the AKZS elections, even allowing them to consolidate their position. If earlier in the faction (after the death and exit of some of its members) there were 43 deputies, now the party will collectively receive 48 seats, which guarantees it a qualified majority - an analogue of the constitutional majority in the State Duma. In fact, this means that now the words and opinions of the so-called small fractions will be of a recommendatory nature.

ER won in all 34 districts. Moreover, a sharp struggle could be called on units of districts, mainly - Barnaul. Even in the process of counting votes, there were practically no fluctuations in interest in favor of representatives of any other parties.

According to Yaroslava Shashkova, such a success of "EP" is due to a combination of several factors. "All districts can be divided into several groups depending on what reason underlies the victory of the candidate from the party in power. The first group is the constituencies where the winning candidate has already been elected. He is known to voters, has proved himself to them. The second group is constituencies, well-known entrepreneurs won, here we can talk about a particular, that is, pragmatic vote: this entrepreneur is an influential person, he runs a large business, he has many jobs, people vote for him in order to receive some The third group is the constituencies where the comparative voting took place: against the background of candidates from other parties, the representative of EP looked simply more preferable, more significant, "explains Ms. Shashkova.
