Lazorishinets, Vasily Vasilievich

Born May 25, 1957 in the village of Sokirnitsa, Transcarpathian region . ^[one]

In 1979, he was a medical worker in the surgical department of Clinical Hospital No. 12 ( Kiev ).

In 1980, he graduated from the Kiev Medical Institute. A. A. Bogomolets, specializing in medical business. He made his first surgical operation (appendectomy operation) as a sixth year student , under the supervision of an experienced surgeon Adolf Ganzin ^[2]

1987-1989 - Clinical intern in the specialty "Cardiac Surgery" of the Kiev Research Institute of Cardiovascular Surgery No. 2.

In 1989, he was a junior researcher in the laboratory of cardiopulmonary bypass at the Kiev Research Institute of Cardiovascular Surgery, and then a junior research assistant at the Department of Congenital Heart Diseases at the Kiev Research Institute of Cardiovascular Surgery.

He organized the transfer of the Institute of Oncology of the Academy of Medical Sciences of Ukraine from the jurisdiction of the Academy of Medical Sciences (subordination of the CMU) to the Ministry of Health of Ukraine (subordination of the minister appointed by the president’s quota). He was involved in the scandal with the purchase of Tamiflu at a significantly higher price (251 hryvnias instead of the market price of 67 hryvnias) ^[9] , and with the disappearance of a significant part of the batch. ^[10] All documents were then signed by Deputy Minister Valery Bedny , however, according to estimates of investigative journalists ^[11] and Transparency International ^[12] experts, V. Lazorishinets was directly involved in the procurement of Tamiflu at inflated prices from the Hansa firm. He repeatedly announced to the press about his involvement in the procurement process. ^[13]

The resignation of V. Lazorishinets coincided with the appointment of Deputy Minister Vladlena Dubinina, Deputy Rector of the Odessa Medical University Valery Zaporozhana, who is also Vice President of the National Academy of Medical Sciences and had close contact with V. Lazorishinets. ^[14]

Under the pretext of simplifying the importation of drugs for the needs of ATO fighters, GMP certification was canceled for the most frequently purchased pharmaceutical groups at the tenders ( tuberculosis , HIV - AIDS , cancer, etc.). ^[17] Many investigative journalists published data showing that tenders were held within a group of related companies in a non-competitive environment, with the removal of cheap manufacturers and 2.5 times overpricing. As a result of tenders, the same companies won as during the reign of President Yanukovych . ^[18]

Also, V. Lazorishinets turned out to be a defendant in a scandal with retroactive registration of a temporary ban on the Ukrainian drug Alfapeg , which was a more economical analogue for patients diagnosed with hepatitis C. ^[19] The day before the surrender of powers of art. and. about. Minister Lazorishinets signed the transfer of the Odessa City Hospital No. 9 to the office of the rector of the Odessa Medical University V. Zaporozhan, noted in a long-standing relationship at the National Academy of Medical Sciences. The decision was criticized because it was contrary to the moratorium on medical reform law, and strengthened the network of university clinics suspected of systemic corruption. ^[20] Later, the SBU announced the disclosure of a corruption scheme in this network of university clinics. ^[21]

The election procedure was criticized and was called receiving V. Lazorishinets undue benefits in the form of votes of academicians of the NAMS. The results of journalistic investigations were contrasted by the presence of awards for active work in the ATO zone in the Eastern regions of Ukraine. An investigation of anti-corruption activists revealed that the merits were falsified. ^[24] V. Lazorishinets himself confirmed that he did not operate in the anti-terrorist operation zone, but considers that the volume of his merits is sufficient for the award. In the above list of achievements, coordinating meetings of representatives of various departments in Kiev , workshops on the exchange of experience, five-time trips to the rear cities of the ATO zone for meetings with heads of services were named. Of the merits that go beyond the scope of representative activity about. Minister, called examinations of children with congenital pathology. The start of work on the posts turned out to be connected with the scandal to receive preferences in power in the form of suspension of the investigation of the Prosecutor General's Office for corruption in the post of VR. and. about. He is a co-founder of the research center “Child and Heart”, the charity foundation “Children's Hearts” and the law firm “Yureks”. He also owns a private “Clinic for New Technologies”, a pharmacy and a canteen at the Amosov Institute.

McDonald's "Hand of Happiness"

In the fall of 2015, the Amosov Institute, together with the McDonald's company , held a charity campaign, “Hand of Happiness.” As a result of the campaign 3 540 228 hryvnias were collected. With these funds it was planned to purchase an anesthesia machine for the Institute of Cardiovascular Surgery. M. Amosova, while two precisely such devices worth 165 thousand US dollars were already purchased ^[30] at the end of 2012. ^[31] At the same time, many high-tech devices continued to be stored in boxes in the basements of the Institute for several years.

Tomographs

At the Amosov National Institute of Cardiovascular Surgery of the National Academy of Medical Sciences of Ukraine, a small- spread Hungarian PET was purchased for $ 4.9 million ^[32] , as well as an Aquilion ONE 640 computer tomograph for $ 4 million ^[33] The latter was an ultra-modern model of the company Toshiba , which was not required for the institute’s tasks, and purchased in Ukraine a year earlier than such a device could afford in the USA ^[34] Investigation results reported that the device was purchased at an overpriced price ^[34] , but it was a younger model of the device , then completed in one of the private workshops of Israel . ^[31] Both tomographs were never put into operation and are stored in the basements of the Institute. Due to non-compliance with storage standards, the possibility of the operation of devices is questioned. ^{[35] [36]} . The press mentions that the need to hush up the purchase of tomographs was the main reason for the nomination of V. Lazorishinets for the post of director of the Amosov Institute on the part of the leadership of the National Academy of Medical Sciences. ^[37]

Private business at the Institute. Amosova

The family of Vasily Lazorishinets owns a private clinic, pharmacy and canteen at the Amosov Institute. ^[38]

"Clinic of new technologies" was founded in 1997 . Among the co-founders is Tatyana Lazorishinets, the wife of Vasily Lazorishinets. It occupies a whole floor, a contract for the rental of premises with the Institute. Amosov is not. He earns more than 7 million hryvnias annually, providing the same services as the Institute. V. Lazorishinets, on the camera of the journalist Nashi Groshі, denies his wife’s involvement in this clinic. ^[39]

On the territory of the Institute. Amosov has private pharmacies: YUMED pharmacy, and 58 pharmacy . ^[40]

The YUMED pharmacy was founded by the center “Child and Heart”, until recently Vasily Lazorishinets was a co-founder of this company. Now his share was received by Lesya Vasilievna Shulga, in girlhood - Lesya Lazorishinets. With the help of these pharmacies, the Institute annually purchases medicines worth more than UAH 50 million per year. As a profit for these operations, pharmacies receive up to 20% of this amount. ^[37]

Dining room at the Institute. Amosov is owned by UMED . The director of the canteen is Valentina Mazhuga, the head of UMED and the Yaroslava company, co-founded by Vasily's wife Tatyana Lazorishinets. ^[41]

Disappearance of drug prepayments

Due to the need to conduct tenders in an extremely short time at and. about. Minister V. Lazorishinze, purchases were made on the basis of 100% prepayment by the Ministry of Health and a six-month deferment of drug suppliers. As a result, the Vector-Pharma intermediary company, which won the tender for 226 million, changed its owners and management, and then announced its liquidation before the very date of delivery of drugs for HIV- infected patients. ^[42] Previously, Vector Pharma had already disrupted delivery dates to the Ministry of Health and was responsible for this. ^[43] In a speech to the Verkhovna Rada, Minister of Georgian origin Alexander Kvitashvili explicitly stated the responsibility of the previous chapter of the Ministry of Defense for procurement involving this problem. ^[44]

Austrian Credits -2009 and 2014

V. Lazorishinets was involved in two scandalous loans in 2009 under the guarantee of the state budget: the Austrian one for 100 million euros for the purchase of ambulances and the American one for 100 million dollars for medical equipment. The documents were signed by Zinovy ​​Mytnyk, but many investigative journalists attribute the leading role on behalf of the Ministry of Health to V. Lazorishinets in the organization of the project. ^[11] and on the part of the organizers of tenders - N. Kuzme ^[45] . Also, a report by American auditors with the involvement of the Heads of the KRU showed that all government representatives were aware of impending violations that led to fines and accrued tax liabilities. ^[46]

As a result of tenders for the loan money, medical equipment was purchased at overpriced prices from the Austrian company Vamed Engeneering , 79.4% of which was not used after 2 years according to the results of an unscheduled inspection of GlavKRU . ^[45] The Opel Combo cars for the ambulance program purchased for the Rural Medicine program were unable to be used for their intended purpose. Transport incubators for newborns were not appropriate. Clinical trials permitting their use turned out to be falsified ^[47] , and the person responsible during the trial was simultaneously convicted and amnestied by a judge who was later brought to trial by the Verkhovna Rada for corruption. ^{[48] [49]}

After President Yanukovych came to power, a criminal case was opened on the fact of abuse of official position, which featured Yulia Tymoshenko . Investigative journalists considered the lack of responsibility for the heads of the Ministry of Health unfounded. ^[11] At the moment, litigation is ongoing between the purchaser of the state- owned enterprise Ukrmedpostach and the supplier Wamed Engineering regarding the return of transport incubators , and with the Ministry of Health over payment of tax obligations and penalties for importing non-sanitary vehicles. ^[50] Funds are allocated by the government to cover such additional payments to reduce the budgetary allocations of the Ministry of Health, which are intended to pay for the treatment of people with hypertension. ^[51] State obligations on the loan of the State Enterprise “Ukrpmedpostach” were also called one of the reasons for a possible default of Ukraine. ^[52]

In 2014, during the duties of the Minister V. Lazorishinets, a second attempt to implement the project occurred. A German bank acted as a creditor with the mediation of the same Ukreximbank . The purchaser was supposed to be the State Polytechmed . The figured purchase amount is 1 billion UAH. Investigative journalists found a lot of evidence of the common authorship of both packages of project documentation.

Married, has two daughters. The youngest, Katerina, a student at the Department of Journalism at the University of London, has an internship in Hollywood , writes prose and poetry in English. ^[2]
