Education
In 1983 , he graduated from the Alma-Ata Institute of Architecture and Construction ( Kazakh Leading Academy of Architecture and Construction , KazGASA), receiving a degree in construction engineering.
In 1994 he graduated from the Market Institute at the Kazakh State Academy of Management ( Narhoz ), receiving a degree in engineering economist.
Labor Activity
- Electrician of Mangyshlak Electrical Networks Enterprise (1977);
- Master, Senior Gas Engineer of the Shevchenko-blaz Production Association (1983-1985);
- Master, foreman, senior engineer of the production and technical department, chief engineer, head of the Uzen RSU, PO Mangyshlakneft (1985-1995);
- Head of the Production Association Ozenmunaygaz (1995-1996);
- Deputy Akim of Zhanaozen (January 1996-April 2000);
- Acting akim, akim of the city of Zhanaozen of the Mangystau region (20.10.2006 elected akim) (December 1999-December 2009);
- Head of the State Architectural and Construction Control Department of the Mangystau Region (December 2009-2011).
On July 20, 2012, Babakhanov was falsely accused of illegally purchasing an apartment, transferring four million tenge to an individual entrepreneur and sentenced to two years of imprisonment conditionally according to Article 307 of the Criminal Code of the Republic of Kazakhstan (“Abuse of official authority”).
