General Directorate for Drug Control of the Ministry of Internal Affairs of Russia

The Main Directorate for Drug Control of the Ministry of Internal Affairs of the Russian Federation (GUNK MIA of Russia) is a unit within the structure of the Ministry of Internal Affairs of the Russian Federation that is involved in the implementation of federal drug legislation, which is an independent structural operational unit of the central apparatus of the Ministry of Internal Affairs of the Russian Federation.

The Main Directorate reports directly to the head of the Ministry - the Minister of the Interior, who appoints the head of the Directorate. The authority of the Office includes not only control of drug trafficking within the country, but also suppression of the production of these substances in foreign countries, as well as anti-drug propaganda and counteraction to anti - prohibition movements.

The functions and powers are the development and implementation of state policy, legal regulation, law enforcement functions for federal state control and supervision in the field of control over the circulation of narcotic drugs, psychotropic substances and their precursors.

Tasks

The Directorate for the Control of Drug Trafficking of the Ministry of Internal Affairs of Russia is the operational unit of the police, which is part of the structure of the Ministry of Internal Affairs, and within its competence:

  1. detection, prevention, suppression and disclosure of crimes related to the illicit trafficking of narcotic drugs, psychotropic substances and their precursors, potent substances, new potentially dangerous psychoactive substances,
  2. control over the circulation of narcotic drugs, psychotropic substances and their precursors and the implementation of measures to combat their illicit trafficking,
  3. interaction in the established manner with the territorial bodies of federal executive bodies, executive bodies, local authorities in the field of control of the circulation of narcotic drugs, psychotropic substances and their precursors, as well as in the field of countering their illegal circulation.

History

Russian Empire

There were no specialized departments or police departments to combat drug trafficking in the territory of the Russian Empire, but these functions were carried out by the Police Department and the Medical Department of the Ministry of Internal Affairs of the Russian Empire .

Soviet Union

For a long time there was no specialized department for combating drug trafficking in the Soviet Union. Insufficient awareness of the seriousness of the problem, and, in part, ideological orientation to “the impossibility of drug addiction in Soviet society” led to the emergence of such a department only in 1970 , although law enforcement agencies dealt with this problem from the very beginning of the formation of the USSR .

On July 7, 1973, an independent Department for Combating Drug Addiction of the Criminal Investigation Department of the USSR Ministry of Internal Affairs was created .

In 1989, the Drug Enforcement Department was reorganized into the 3rd Directorate for Combating Drug Trafficking and Crimes Related to Foreign Citizens of the GUUR of the USSR Ministry of Internal Affairs. Two of the three departments of the 3rd Directorate specialize in the drug problem. In 1990, at the expense of the staffing of the GUUR and the GUBKhSS of the USSR Ministry of Internal Affairs, the Office for Combating the Spread of Drug Addiction of the GUUR of the USSR Ministry of Internal Affairs was created. In its structure, in addition to the two central ones, seven more interregional departments for combating the drug business are formed, subordinate directly to the USSR Ministry of Internal Affairs. After repeated renaming and organizational changes in the system and structure of the Office by order of the USSR Ministry of Internal Affairs of November 28, 1991, this special police unit is withdrawn from the jurisdiction of the GUUR of the USSR Ministry of Internal Affairs. Instead of the former Office, the Bureau for the Control of Drug Trafficking of the Ministry of Internal Affairs of the USSR is being formed, which becomes an independent branch service of the criminal police.

Russian Federation

In early 1992, the Bureau of Drug Control of the USSR Ministry of Internal Affairs merged with the First Division of the Office for Combating Drug Addiction and Crimes against Foreign Citizens of the Criminal Investigation Department of the Ministry of Internal Affairs of the RSFSR, which dealt with the drug problem within Russia. Based on these two organizational structures, the Office for Drug Trafficking of the Ministry of Internal Affairs of Russia (UNON) is formed. Over the years, UBNON has been the main body opposing the spread of drugs in Russia and the criminal prosecution of people selling drugs and involving new victims in drug addiction - in other words, drug mafia. UBNON carried out many successful operations. Thousands of drug dealers were detained and prosecuted. UBNON worked for 12 years. During this period, much has changed in the fight against the drug business, and in Russian realities. By the fall of 2002, the need for reform was ripe. What was needed was a new structure, with broader powers, capable of more effectively countering the intensification of the narcotic danger, including in the information sphere. In November 2002, the State Committee on Combating Illicit Trafficking in Narcotic Drugs and Psychotropic Substances was established at the Ministry of Internal Affairs of Russia (Gosnarkontrol). But after six months it became clear that the importance of the problem requires the creation of an independent department. By a decree of the President of Russia V.V. Putin , on July 1, 2003, the State Committee of the Russian Federation was established to control the circulation of narcotic drugs and psychotropic substances. The State Drug Control Service of Russia was engaged in management in all areas related to drugs in one way or another, with their legal or illegal trafficking.

On March 9, 2004 , the President of Russia signed Decree No. 314 “On the System and Structure of Federal Executive Bodies” in accordance with which the State Drug Control of Russia was renamed the Federal Drug Control Service of the Russian Federation (FSKN of Russia).

On April 5, 2016, the President of Russia signed Decree No. 156 on the abolition of the Federal Drug Control Service of the Russian Federation and the transfer of its functions to the Russian Ministry of Internal Affairs [1] . Since April 2016, the functions of the Federal Drug Control Service of Russia have been performed by the Main Directorate for Drug Control of the Ministry of Internal Affairs of the Russian Federation. On April 13, 2016, Police Major General Khrapov Andrey Ivanovich was appointed the head of the State Institution [2] .
