Biography
Born on October 8, 1971 [1] in the city of Chebarkul, Chelyabinsk region [2] .
In 1987 he graduated from high school number 7 of the city of Miass, Chelyabinsk region . In 1993 - Moscow Aviation Institute , faculty of aircraft engines. [2]
Since 1993, he worked in a group of companies "New Commonwealth" in leadership positions.
In 1996-2001, he was the general director of Novy Mylovar CJSC ( Moscow ) [2] .
In April-October 2001, he held the position of Executive Director of Aviastar-SP CJSC ( Ulyanovsk city) [2] .
Since October 2001, he served as General Director of the New Commonwealth Industrial Union, a member of the Central Council of the Russian Agrarian Movement, a member of the working group of the Russian Union of Industrialists and Entrepreneurs (RSPP) on Russia's accession to the WTO . [2]
Since December 2002, he has been holding the position of General Director of OJSC Rostselmash ( Rostov-on-Don ). At OJSC Rostselmash , V.V. Maltsev led the process of revival and emergency removal of the enterprise from a pre-bankrupt state. Particular attention was paid to paying off wage arrears and paying taxes to budgets of different levels. Under his leadership, a restructuring and technical upgrade of production took place. This allowed Rostselmash to return to the leadership of agricultural machinery. [2]
