The first diesel locomotive TEM28-001 was built by the Bryansk Engineering Plant in April 2016, at the end of the month it was shown to the leadership of Transmashholding . After the presentation, the diesel locomotive was sent to the Penza-1 depot for certification tests, which were successfully completed in November 2016 [2] . After the certification is completed, it is planned to begin production of the installation batch. [3] TEM28-002 is assigned to the Penza-I depot
According to the manufacturer, the new locomotive has high economic and environmental characteristics, which makes the cost of its maintenance lower than that of the currently operating analogues. In the future, serial production of these locomotives is possible along with TEM18 DM diesel locomotives to replace the outdated fleet of shunting diesel locomotives. [3]

The diesel locomotive has a bonnet type body with lateral external passages and an asymmetrically located panoramic cabin between two bonnets. Like other shunting diesel locomotives, equipment hoods are narrowed compared to the width of the frame and there are two passages to the cab on the sides of them, and only the control cab occupies the full width of the frame. At the ends of the locomotive frame, automatic couplings SA-3 with shock absorbing devices are installed, while the main part of the frame is located above their level. The frame rests on two carts, between which a fuel tank is suspended from below. The distance between the pivots of the trolleys is 8800 mm. [3]
The cabin is similar in design to the cabin of the modernized diesel locomotive TEM2UGMK . It has panoramic glazing on all sides, with the main body part in height located below the level of the cabin end windows, which allows the driver to have a convenient overview. The doors to the cab are located in the end parts on the left side relative to the view from the cab, the central and right parts of the cab ends are occupied by 2 windows, which are located slightly above the side. The doors themselves also have two glasses located one above the other. The end and side walls of the cab are straight, the roof of the cab on the sides has small inclined slopes. [3]
The locomotive has from each end two small LED buffer lights of a rounded shape at the level of the frame and one round LED floodlight, located above the hood. [3]

Carts
The locomotive has two three-axle bogies . Each trolley consists of three wheel-motor blocks with motor-axial rolling bearings, which saves oil and thereby reduces the cost and frequency of maintenance. Each axis has an individual drive from its traction motor. The distance between the midpoints of the adjacent axles of the trolley is 1850 mm, the axle load is 21 t.s. [3]
Equipment
The diesel locomotive equipment consists of five main modules: a refrigerating chamber, a diesel generator set, electrical equipment, a driver's cab, and brake equipment. The modular design will allow you to quickly replace a faulty module with a working one instead of a long repair in a depot, which reduces the downtime of a diesel locomotive and also provides the ability to send faulty modules for repair to the factory. [3]
The diesel locomotive is equipped with a Cummins QST30-L2 diesel engine, similar to that used at TEM2UGMK . The engine is 4-stroke, 12-cylinder, V-shaped, with gas turbine supercharging and intermediate cooling of charge air. It is equipped with an electronic control system, all the main elements of which are installed directly on the engine, as well as pre-heating systems for coolants. The diesel engine develops a power of 895 kW (1217 hp) at a crankshaft speed of 1800 rpm. The working volume of the diesel engine is 30.5 liters, the cylinder diameter is 140 mm, the piston stroke is 165 mm. The idle speed of the crankshaft is 650 rpm. The mass of the diesel engine is 3555 kg. [4] According to calculations, the characteristics of the diesel engine allow the diesel locomotive to increase the weight of trains by 50% during maneuvers in parks and on hills in comparison with mass-produced domestic shunting locomotives. Also, the fuel consumption of a new diesel engine during operation, depending on the mode, is reduced at a level of 30 to 50%, at idle - up to 45%. [3]
Cabin Interior
The driver’s cab is equipped with two control panels located on the right side relative to the direction of movement. The main control panel is located on the side of the large hood; the remote control on the side of the small hood has fewer devices. Entrance to the cabin is through the end doors on the left. The ceiling is air conditioned. [3]
