Biography

Education

The son of a maid. He graduated from the Baltic teacher’s seminary in Goldingen (now Kuldiga in Latvia ) in 1903 , gymnasium ( external ) in Arensburg (now Kuressaare in Estonia) in 1908 , the faculty of law of St. Petersburg University ( 1913 ), was left at the university to prepare for the professorship (1913— 1916 ). In 1912 he trained at the University of Berlin .

Activities in 1903-1917

From 1903 he was a teacher at a school in the city of Marienburg (now Aluksne in Latvia), from 1905 he taught at the parish Orthodox school named after Emperor Nicholas II in Arensburg , from 1906 to 1912 he taught at the Maritime School in Arensburg. One of the founders of the Savings Loan Partnership in Ahrensburg, was chairman of the Teacher Union of Ezel Island (now Saaremaa in Estonia) and the Estonian Society for the Support of Children. Since 1914 he was an assistant to the attorney.

In 1916-1917 he was a military official in the Russian judicial administration. In 1917 - privat-docent of international law at St. Petersburg University; At the same time he worked in the Department of Nationalities of the Ministry of the Interior of the Provisional Government of Russia.

In 1917, he was a member of the Provisional Zemsky Council of the Estland Province , his representative at the State Conference in Moscow and at the All-Russian Democratic Conference in Petrograd .

In November 1917, he was the first diplomatic representative of Estonia in Petrograd ; in 1918-1920, he was the representative and envoy of Estonia in London . He got directions to the Estonian shores of the allied English military squadron, was engaged in the acquisition of weapons during the Estonian War of Independence .

In 1919-1920 - Deputy and Acting Minister of Foreign Affairs of Estonia , participant in the Paris Peace Conference (1919) (the delegation from Estonia did not officially participate in the Paris Peace Conference [1] ), a member of the Estonian delegation in negotiations with Soviet Russia in Yuriev ( Tartu ) culminating in the signing of the Tartu Peace Treaty . From October 26, 1920 to December 20, 1920 - Prime Minister and Minister of War; from December 20, 1920 to January 25, 1921 - Estonian state elder (head of state and government).

Member of the Constituent Assembly and the 1st convocation of the National Assembly ( Riigikogu ; 1919-1923) from the Estonian Labor Party.

Minister of Foreign Affairs in the governments of Konstantin Päts ( 1921 - 1922 ), Jaan Teemant ( 1925 - 1926 ), Jaan Tynisson ( 1933 ), Jüri Uluots ( 1939 - 1940 ).

Editor-in-chief of the newspaper of the labor party Vaba Maa (1923).

In 1923-1925 - Estonian envoy to the United States . He represented Estonia at international conferences, led its delegation at meetings of the League of Nations. He was a member of the conciliation commissions of Finland - USA and Estonia - USA, was chairman of the Greece - USA commission.

Lawyer and Politician

In 1919 he was appointed professor of international law at the University of Tartu, however, in connection with his stay in the diplomatic service, he took up duties only in 1925. In 1930 - 1939 , he was chairman of the university academic court. In 1932 , he was a visiting lecturer at the University of California (USA). In 1929-1940 - President of the French Academic Institute in Tartu. In 1923-1940 - a lawyer.

In 1930-1940 - member of the Municipal Council of Tartu, in 1935 - 1938 - its chairman. He was a member of the boards of Vaba Maa Ltd and Bank of Tartu. In 1937 he was a member of the second chamber of the National Assembly (as a representative of the university), in 1938-1940 - a deputy of the State Representative Assembly (he was a member of the democratic opposition led by J. Tynisson). In 1939 he was the only representative of the opposition to form part of the Uluots government.

From 1922 - Chairman of the Estonian Society of the League of Nations (in 1937-1940 - Society of International Relations). In 1929-1940 - Chairman of the Pan-European Society. In 1932-1940 - Chairman of the Estonian-Latvian Society, in 1932-1940 - Chairman of the Academic Legal Society. Honorary Citizen of Tukhalaan. He was awarded the Cross of Liberty III / 1 (the highest degree for civil merit).

Arrest and death

June 30, 1941 was arrested by the NKVD and sent to the Nyrob camp of the Molotov region (now Perm Territory ), where he died.
