Greco-Roman wrestling competitions in the framework of the 1964 Olympic lightweight championship (up to 70 kilograms) were held in Tokyo from October 16 to 19, 1964 at Komazawa Gymnasium.

The tournament was held according to the system with the accrual of penalty points. No penalty points were awarded for a clear victory, a fighter received one penalty point for a victory in points, two penalty points for a draw, three penalty points for a point loss, and four penalty points for a clean loss. The wrestler who scored six penalty points dropped out of the tournament. The three remaining wrestlers reached the final, where they held meetings with each other. The meetings between the finalists, held in preliminary fights, were offset. The battle according to the tournament regulations lasted 10 minutes with a break of one minute after five minutes of struggle. The mandatory fight on the ground was canceled; Now a less active fighter was put on the ground.

In lightweight 19 participants fought. The youngest participant was 20-year-old Wahid Ulla Zaid, the oldest 33-year-old Valeriu Bularca . The current world champion was Stevan Horvath , and his competitor was the world champion of 1962, Kazim Ayvaz , and the fight for the gold medal was to be unleashed between them. However, the fate of the gold medal was decided in preliminary meetings: in the fifth round all the wrestlers, including Croat, dropped out of the tournament, and there was only Ayvaz, who became the Olympic champion. But due to the fact that three fighters - Valeriu Bularca , David Gvanceladze and Tokuaki Fujita - were eliminated with the same penalty points, a tournament was held between them, in which the fate of the second and third places was decided. Having one victory and one draw, Bularka won the silver, Gvanceladze won the third place with one victory and one defeat, and Fujita, having lost once and tied the meeting once in a draw, was left without rewards.
