Defense Council of the Russian Federation

Formed by the Decree of the President of the Russian Federation dated July 25, 1996 No. 1102 in accordance with Article 87 of the Constitution of the Russian Federation , Articles 1 and 4 of the Federal Law “On Defense”. By the same decree, Baturin Yury Mikhailovich was appointed Secretary of the Defense Council of the Russian Federation, Assistant to the President of the Russian Federation, approved the Regulations on the Defense Council and its composition.

According to the Regulation (paragraph 2) -

The Defense Council works out decisions on such important issues as measures to prepare for the defense of the Russian Federation from an armed attack or to directly protect the Russian Federation from an armed attack, to develop a general concept of military construction, to coordinate and control the activities of the Armed Forces of the Russian Federation, other troops and military formations determination of their tasks, composition and strength in accordance with the Constitution of the Russian Federation, the Federal Law "On Defense", other legislative acts E and the international treaties of the Russian Federation, as well as these Regulations.

By the Decree of the President of the Russian Federation of June 6, 1997 No. 552, a commission on military construction and a commission on financial and economic support for military reform were formed at the Defense Council.

The commission on military construction under the Council of Defense was charged with preparing proposals aimed at implementing priority measures for reforming the Armed Forces of the Russian Federation , other troops, military formations and bodies, as well as a draft concept of military construction in the Russian Federation (until 2001 and 2005) .

The Commission on financial and economic support for defense reform under the Defense Council was charged with preparing proposals relating to financial and economic support for priority measures to reform the Armed Forces of the Russian Federation, other troops, military formations and bodies, and to stabilize the financial and economic situation in them. concepts of military construction in the Russian Federation (until 2001 and 2005).

Decree of the President of the Russian Federation of June 17, 1997 No. 609 established a permanent meeting on personnel issues at the Russian Federation Defense Council to consider issues of appointing servicemen to the positions of heads of federal executive bodies and other state bodies, on conferring the rank of army general and Marshal to military personnel Russian Federation .

Decree of the President of the Russian Federation dated July 19, 1997 No. 731 approved the Regulations on the Commission for Military Construction at the Defense Council of the Russian Federation and the Regulations on the Commission for Financial and Economic Support for Military Reform at the Council of Defense of the Russian Federation.

By the Decree of the President of the Russian Federation of August 28, 1997 No. 946, the State Military Inspectorate of the President of the Russian Federation was formed as part of the Presidential Administration of the Russian Federation, headed by the State Military Inspector of the Russian Federation - Secretary of the Defense Council of the Russian Federation (the post of Secretary of the Defense Council of the Russian Federation was abolished).

By the Decree of the President of the Russian Federation of March 3, 1998 No. 220, the Council of Defense of the Russian Federation, the commissions formed in the composition of the Council of Defense and the Council were abolished.
