During the Civil War, after Admiral A. Kolchak came to power in the capital of the White Movement, the city of Omsk , samples of admiral shoulder straps were developed for the Russian army officials. Already on December 6, 1918, by order of the Supreme Commander Admiral A. V. Kolchak No. 22 for the Fleet and the Naval Department, the description and drawings of the admiral shoulder straps were used, which were later used by the Eastern Front officials [1] .
A decree of the Presidium of the Supreme Soviet of the USSR dated May 7, 1940 “On the establishment of military ranks for the higher commanders of the Navy” established military ranks: for the highest combat commanders of the ship service, the rear admiral , vice- admiral, admiral of the fleet ; for engineers of the ship service - engineer-rear admiral, engineer-vice-admiral, engineer-admiral.
By the decree of the Presidium of the Supreme Soviet of the USSR of March 3, 1955 "On the military rank of the Admiral of the Fleet" the military rank of the admiral of the fleet was canceled and the military rank of the Admiral of the Fleet of the Soviet Union was introduced.
The decree of the Presidium of the Supreme Soviet of the USSR of April 28, 1962 “On the establishment of the military rank“ Admiral of the Fleet ”” restored the military rank of the admiral of the fleet.
By the Decree of the Presidium of the Supreme Soviet of the USSR of November 18, 1971 No. 2319-VIII “On the military ranks of the officers of the Armed Forces of the USSR” engineering military titles were introduced for the naval and border forces: Admiral-Engineer, Vice-Admiral-Engineer, Rear Admiral- engineer (instead of admiral engineer, vice-admiral engineer, rear admiral engineer, respectively).
By the decree of the Presidium of the Supreme Soviet of the USSR of April 26, 1984 No. 89-XI “On the military ranks of the officers of the Armed Forces of the USSR” the engineering military ranks of the naval personnel and the border troops were canceled.
In the Navy of the Armed Forces of the Russian Federation military ranks are preserved: Rear Admiral, Vice Admiral, Admiral, Fleet Admiral.
