In recent years, the head of the ministry was Aleksey Valerievich Pyankov. He took this position in 2012 after the appointment of Yevgeny Kuyvashev, the governor of the region, and is considered “a member of his team”. Arrest of Alexei Pyankov

On April 26, 2016, Minister Aleksey Pyankov was detained by law enforcement agencies ^[7] after conducting a search of his house and interrogation “on suspicion of receiving multimillion-dollar bribes and incitement to embezzlement of budget funds” ^[8] . A criminal case was opened, a number of its episodes concern the embezzlement of funds allocated from the federal budget for the preparation of the 2018 World Cup , which will partially take place in Yekaterinburg. Together with Pyankov, four senior officials of the department were detained.

The investigation asked to arrest Pyankov for 2 months ^[9] , on April 28, the court granted the petition and sent Pyankov to the city pre-trial detention center No. 1, located opposite the Central Stadium , with which the alleged fraud of the minister and his subordinates is connected ^[10] (it is planned to take out the contingent of pre-trial detention centers during the championship ^[11] , the plan for his demolition was rejected ^[12] ).

Subsequently, Pyankov was transferred to house arrest, and on October 24, 2016, released on bail ^[14] .

On November 8, 2016, when the new regional government was appointed, Governor Yevgeny Kuyvashev unexpectedly reappointed Pyankov, who was under investigation, and. about. Minister of State Property. The next day, Pyankov announced that he was resigning, because he believed that the investigation should be brought to an end ^[15] . The department was again headed by Sergey Zyryanov.
