Ovsyannikov, Dmitry Vladimirovich

Born February 21, 1977 in Omsk . My father is from New Kakhovka, Kherson region , where he grew up and graduated from high school. Then he studied at the Sevastopol Instrument-Making Institute and after graduation he was assigned to work in Omsk. In 1978, parents moved from Omsk to Izhevsk , where they still live ^[1] .

In 1999 he graduated from Udmurt State University with a degree in Finance and Credit.

In 2001 he graduated from the Togliatti Academy of Management. in the specialty "State and municipal administration".

In 2007, he graduated from the Russian Academy of Public Administration under the President of the Russian Federation with a degree in Law.

In 2013, he graduated from the Higher School of Economics , majoring in Management of Reformed Enterprises of the Military-Industrial Complex (Executive MBA).

Labor Activity

He began his career at the university as a laboratory assistant, after graduating as an economist, he headed the city branch of the international youth non-profit organization AIESEC . ^[2] Then he worked in various positions in the industrial production companies of Izhevsk (Udmurt Republic) and Tchaikovsky (Perm Territory).

In the summer of 2001, he took part in the contest "Civil Service Personnel Reserve-2001", which was held by the office of the plenipotentiary of the President of the Russian Federation in the Volga Federal District to fill the vacant posts of the Chief Federal Inspector and Federal Inspector for the Kirov Region. In August 2001, the 24-year-old Ovsyannikov became one of the seven winners, was included in the state personnel reserve and was appointed federal inspector for the Kirov region. ^[3]

On July 28, 2016, by decree of the President of Russia Vladimir Putin, he was appointed Acting Governor of Sevastopol .

September 10, 2017 won the first direct election of the Governor of Sevastopol , gaining 71% of the vote. He took office as the Governor of Sevastopol on September 18, 2017.

December 21, 2017 joined the United Russia party ^[6] .

At the post of Governor of Sevastopol, in opposition to the Legislative Assembly of Sevastopol , he filed a lawsuit against the chairman, recalled his representative, and refused to report to the deputies. The court did not satisfy the requirements of Dmitry Ovsyannikov. ^{[7] [8] [9]}

The prosecutor’s office through the court canceled the decision to develop the cultural heritage territory of Tauric Chersonesos , an offshore company of Sevastopolstroy-Marina-de-lux LLC, whose beneficiary, according to the media, is Dmitry Ovsyannikov. ^{[10] [11]}

He transferred 2 billion rubles from the budget to the United Financial Capital, which burst into OFK Bank, intended for the construction of treatment facilities. ^{[12] [13]}

For 2018, it did not fulfill the targeted federal program for the construction of treatment facilities, the reconstruction of Victory Park and the construction of two hospitals. In the same year, he opened a Laspi children's camp in which children were poisoned due to poor-quality products brought into the camp. ^[eleven]

With the beginning of the election campaign for the elections to the Legislative Assembly of Sevastopol of the second convocation, he noted a series of actions directed against his own party, United Russia . On July 11, 2019, Dmitry Ovsyannikov was relieved of his post as Governor of Sevastopol at his own request.

Wife Ekaterina is from Izhevsk. Four children: sons Vladimir, Alexander (both were born to the Ovsyannikovs in Izhevsk ), Alexey (born in Perm ), daughter Ekaterina (born in Kirov ). ^[17] .

The governor devotes his free time to sports and parenting. Seriously engaged in skiing, snowmobiling and ATVs . He has been skiing for more than 15 years. ^[18] Together with his eldest son, he is engaged in kiting and wakeboard .
