Biography

After graduating from high school in 1966, he studied bureaucracy in Vienna. In 1976, he passed the exam for the certificate of maturity in absentia. From 1969 he worked as a clerk, in 1975 he was a full-time union activist in the Union of Municipal Employees (the Union of Trade Union Figures, Representatives of Culture, Sports, the Media and the Profession). He headed the regional structures of the organization in Vienna, and in 2003-2007 he headed the relations of national structures. At the same time, he worked at the headquarters of the Association of Austrian Trade Unions, was vice president in 2003-2006, executive director (2006-2007) and chairman (2007-2008).

He also participated in the political activities of the Social Democratic Party of Austria. From 1990 to 2007 he was an adviser to the city of Vienna, in 1995 he was first deputy chairman of the city council in Vienna.

On December 2, 2008, he was appointed Minister of Social Policy and Consumer Rights in the first government of Werner Fayman . From December 1, 2009 he took the post of Minister of Labor. In the parliamentary elections of 2013, he received the mandate of a member of the National Council of the XXV convocation. December 16, 2013 joined the second government for the same position. The term expired on January 26, 2016. In the same month, he was declared a candidate from the Social Democrats in the presidential election.
