Biography
Born on May 23, 1962 in Alma-Ata (the family was exiled to the Kazakh SSR in 1944 during the deportation of the Ingush ). At school, he began to study Arabic and theological sciences under the guidance of prominent Ingush theologians. In 1993–1994, he taught at the Imam Al-Shafii Islamic Institute in Nazran , in 1994–1995 he was the head of the administration of the village of Nasyr Kort [1] .
From 1995, he held various positions in the Spiritual Center of Muslims of Ingushetia: he was deputy mufti for relations with public and state organizations, and first deputy mufti. After the resignation of the first mufti of Ingushetia, which followed a series of attempts on him, on July 8, 2004, Isa Khamkhoev was elected mufti [1] .
July 15, 2014, re-elected for a third term [2] .
Confrontation with Yevkurov
In 2015–2016, as a result of disagreements, he came into conflict with the head of the region, Yunus-Bek Yevkurov . The parties criticized each other in absentia, and in the office of the Head of Ingushetia , the position of head of the Department of Religious Affairs appeared, duplicating the functions of the mufti. At the same time, Khamkhoev did not resign.
On May 27, 2018, the Muftiate of Ingushetia, headed by Isa Khamkhoev, decided to “deny the Muslim community” Yunus-Bek Yevkurov until he “stops his discrimination against the clergy and does not account for the funds raised for the construction of a mosque in the city of Magas ” [ 3] .
