Khasbulatov, Khasbulat Nimatullaevich , aka Khasbulat Gubdensky (1948, Gubden , Karabudakhkent district , DASSR , RSFSR , USSR ) - the leader of the organization "Jamaatul muslimi" (Muslim society). [1] [2] Active participant in the socio-political life of Dagestan in 1991-1992. [3] [4] On his initiative, in June 1991, a large rally was organized (on Lenin Square in Makhachkala ), demanding free access to the Hajj [5] . Presenting demands with the protesters, he tried to seize the building of the State Council, but the rally was brutally suppressed with the use of firearms by the police. A criminal case was opened under the article of riots, which was entrusted to the KGB of Dagestan.

On June 17, 1991, a decision was made to detain Khasbulat Gubdensky. At that time he was in Moscow, where he wanted to get a deputy investigation into the situation in Dagestan. . In his opinion, the riots in the central square of Makhachkala were provoked by the current leadership of Dagestan .
On July 2, Khasbulat showed up at the reception of the deputy chairman of the Supreme Council of the RSFSR Khasbulatov . And then R. I. Khasbulatov informed the namesake about Yeltsin’s decision to send a deputy commission to Dagestan . All matters of formation were assigned to the People's Deputy of the Armed Forces of the RSFSR from Dagestan Rasul Mikailov, an authorized person of Yeltsin in the presidential election, but the dates of the trip and the composition of the commission were not determined .
On the same day, information was circulated about the search for Khasbulat. However, he announced his intention to return to his native village of Gubden , where he previously worked as the chief economist of the state farm, and there he expected his fate . Muslims of Dagestan explained that they will not let Khasbulat be arrested .
On July 5, on the way to the Armed Forces of the RSFSR, Khasbulat Gubdensky and his associates were detained by unidentified men and taken to the police station. Companions who have signed up to appear in the KGB of Makhachkala have been released . Khasbulat, according to some reports, was put in the Butyrka pre-trial detention center, from where he was transferred to his homeland on July 8 .
The instigator of the Khasbulat riots was difficult to do : a telegram sent to Gorbachev in advance was warned in which they warned of possible unrest if the demands of Muslims regarding the Hajj were not fulfilled.
Thanks to these events, the authorities were forced to cede and reduce the fee. Starting next year, the number of pilgrims from Dagestan has steadily increased. In 1991, about 1,000 Muslims. In 1992 it was already 6318, in 1997 - 12208 and the record year 1998 - 13268 people [6] [7] .
