Belonged to the well-known family of liberal intellectuals, the most prominent representative of which was his cousin Paul Devo . In 1815 he entered the civil service in the administration of the province of West Flanders (as part of the United Kingdom of the Netherlands ). In 1836-1860 held the responsible post of secretary of the administration, in fact acting as governor during illness or absence of the latter.
