Barnaul - mining town

“ Barnaul is a mining town ” - a tourism cluster created in Barnaul since 2015 [1] . It involves the updating and improvement of the historical part of the city [1] . It is included in the federal target program “Development of domestic and inbound tourism in the Russian Federation” for 2011-2018 (measures of the second stage) [2] .

He was repeatedly criticized by the urban community for the lack of thought and waste of budget funds [3] . At the same time, the media noted the transformation of the city center thanks to the tourist cluster by the beginning of 2017 [4] .

Content

Cluster Project

On the territory of the tourist cluster of 169.845 hectares , 91 objects of cultural heritage are located, 15 of which are supposed to be restored [1] . It is planned to build six new hotels and 20 catering facilities and places for recreation here.

At the beginning of 2017, at the public council of the tourism cluster, the architect Peter Anisiforov criticized him: in his opinion, “we cannot achieve the figurative silhouette that the city of Barnaul deserves with paving and lighting” [5] .

The concept of a tourist cluster identifies 9 subclusters on its territory [6] :

1. Multifunctional innovative tourist complex "Barnaul silver-smelting plant";

2. Recreational complex “Park of the Central district with a pharmacy garden”;

3. Historical and educational complex "Demidovskaya Square and Polzunova Street";

4. Urban planning and cultural-historical complex "Cathedral Square";

5. Historical and educational complex "Moscow Avenue";

6. Historical and educational complex "Old Market with a pedestrian street";

7. Museum and tourist complex "Leo Tolstoy Street";

8. Tourist and recreational complex "Nagorny Park";

9. Congress, exhibition and tourist complex "Altai".

Barnaul media criticized the project of the tourism cluster for lack of thought [3] [7] :

Authorities are hoping for tourist flows, which, in their opinion, are bound to appear. For the sake of this, several large construction projects and reconstructions have been started. But few people think that it can attract conditional Muscovites and Petersburgers to a distant provincial town with an Asian name. It is unlikely that it will be tinted facades of houses, a reinforced concrete staircase leading to a hill or a sightseeing tour of the surrounding streets. The question remains open.

At the beginning of 2018, it was reported about the possible inclusion in the project of a cluster of sanatoriums, medical and sports facilities in the upland part of the city [8] .

Implementation

At the beginning of 2017, it was reported that federal funding for the tourist cluster was terminated and further implementation of the project would be funded by the regional and city budgets and private investors [3] . Part of the activities in 2017 will be financed from the federal money balances; the regional and city budgets also allocated 100 million rubles for the development of the cluster [4] . Financing from the federal budget may resume from 2019 [4] .

In addition to the objects declared in the cluster project, in official documents about it, journalists found a covered automated parking for bank employees, as well as the Gulliver shopping and office center in the city center. According to the media, these objects could be included in the tourism cluster to increase the amount of private investment in it, which is one of the criteria for providing subsidies from the federal budget [9] .

Upland Park

Construction work in the cluster began in 2015 [10] . In particular, the staircase built in Soviet times according to the project of the chief architect of the city Victor Kazarinov was demolished in Nagorny Park, which caused outrage among the architectural community and the townspeople [11] . After that, the governor of the Altai Territory Alexander Karlin called for a public examination of all cluster facilities [12] . In 2017, the chief architect of Barnaul Sergey Bozhenko stated that the second staircase to Nagorny Park from the Ob embankment will resemble the previously demolished Kazarinov’s staircase [5] .

In 2016, the construction of the Ob embankment at the River Station and the Nagorny Park began - work on bank protection was completed in 2017 [13] . As noted by the media, “the city almost had a dream come true to get its embankment” [4] . It was also planned to carry out work on terracing the northern slope of Nagorny Park.

At the beginning of 2017, the Church of St. John the Baptist was recreated in its former place in the Nagorny Park.

Barnaul Silver Smelter

In November 2016, the All-Russian Popular Front severely criticized the tourism cluster [14] : ONF activists, in particular, stated that there is no open access to the territory of the Barnaul silver-smelting plant, and it functions only for employees of the enterprise.

Old Market with a Pedestrian Street

Cluster designers identified the section of Malo-Tobolskaya Street between Lenin Avenue and Socialist Avenue as the only one in the center suitable for a pedestrian one, since only here you can drive to buildings from other streets through yards [15] . In 2016, a project was developed to repair the future pedestrian section of the street, as well as storm sewers. The pedestrian street was paved with paving stones [4] , cast-iron floor lamps [14] [14] and lanterns, flowerpots, as well as large trees [16] [17] were installed.

In April 2017, the city administration at the auction sold the building of the Central market (Old Bazaar) to the Sibiriya construction company [18] . The new owner must determine the future fate of the building, which has been mothballed since 2015, in accordance with the concept of a tourist cluster and obligations on the protective zone of adjacent architectural monuments of federal significance [18] .

In 2017, it was also planned to sell at the auction the building of the Sukhov and Sons store (36 Malo-Tobolskaya Street) [16] .

One of the first residents of the cluster may be the Barnaul Brewery , which in 2017-2018 plans to open a mini-brewery with a capacity of 300 thousand liters per year and a branded snack bar in the “pedestrian zone” [19] .

Cathedral Square

In 2016, the bridge over the Barnaulka River on Sotsialistichesky Avenue (adjacent to Freedom Square) was repaired [20] , and the gas supply network of the Sobornaya Square complex [16] was also built.

Moskovsky Prospekt

In 2015, the construction of a gas boiler began, which should heat the historic city center and the objects of the tourist cluster [21] .

In 2016, a bridge over the Barnaulka River on Lenin Avenue was reconstructed and landscaped [22] . The lanterns decorating the bridge, bas-reliefs, forging [4] and other decorative elements are made in Altai: at the Kolyvan stone-cutting factory and the Kamensky metal factory [22] . In 2017, improvement of the river embankment adjacent to the bridge is planned [4] . The townspeople criticized the new bridge and the landscaped section of Lenin Avenue for the high price and low attendance [23] .

Leo Tolstoy Street

To protect the objects of cultural heritage in 2016, Lev Tolstoy Street was equipped with storm sewer facilities [5] .

Congress and Exhibition and Tourist Complex Altai

In 2017, it is planned to land the land for a complex on Pomazkin Island [4] .
