History
When China established the first centralized state in history — the empire of Qin — the country was divided into districts and counties, and these places became part of Quixian county (朐 县). In the era of the Southern and Northern dynasties during the time of the southern Song Empire, these lands were allocated to Quanshan County (朐 山 县). After the foundation of the Ming empire, the Quanshan county was disbanded, and its lands came under the direct control of the Haizhou region authorities (海 州).
After the Xinhai Revolution , administrative reform was carried out in China, within which the regions were abolished. In 1912, Donghai County was formed on lands previously directly subordinate to the authorities of the Haizhou region. In April 1912, 11 villages in the eastern part of the Donghai county were allocated to the new county of Guanyun. In 1935, by the decision of the Government of the Republic of China, the city of Lianyun (连云 市) was created in the adjacent parts of Donghai and Guangyun counties.
In 1949, the Huaiyin Special District (区 区 区) was formed, and the county became part of it. On December 23, 1957, the southern part of Guangyun County was allocated to a separate Guangnan County. In 1970, the Huaiyin Special District was renamed Huaiyin District (淮阴 地区). In 1983, Huaiyin County was disbanded, and the county came under the jurisdiction of Lianyungang.
