Central Asia Cement JSC is a cement manufacturing company in Kazakhstan. The office and production facilities are located in the village of Aktau, Temirtau city administration, Karaganda region. In Soviet times, the Novo-Karaganda cement plant was one of the five existing in the republic, along with the Ust-Kamenogorsk , Semipalatinsk , Shymkent and Sastyubinsky plants. Has a subsidiary company "Carcement", engaged in the production of cement "dry" way. According to the rating agency Expert RA Kazakhstan, Central Asia Cement JSC for 2015 is 180th in the list of the largest companies in Kazakhstan (67th in 2009) [4] .

History
To strengthen the construction base of the Karaganda coal basin , the construction of a cement plant in the city of Karaganda was started. The capacity of the enterprise that came into operation in 1937 was 14 thousand tons of cement per year [5] . Under him, the village of the Cement Plant was built, existing to this day. For a number of reasons, the design of a cement plant at a new location was started.
In 1946, the construction of the Karaganda cement plant was started on the territory of the Telman region [6] . The technical project was prepared by the Giprocement Institute of Leningrad . In 1950, the village of Aktau was founded, in 1972 it was transferred to the Temirtau city council [7] . In 1953, the cement factory culture house was opened at the plant [8] , now destroyed. The plant went into operation on September 23, 1953 [9] .
In 1975, the first stage of the Novo-Karaganda cement plant was launched, in 1983 - the second [10] . The enterprise was the first in the country to master the dry method of cement production [10] .
In 1980, the Karagandacement production association was established on the basis of the plants, and equipment was replaced and modernized [10] .
After the collapse of the USSR, in 1993 it became part of the State Holding Company Kurylysmaterialialdary ( Russian. Building Materials ), which also included Aktau KZACI and Aktaucemremont [11] . In 1998, the company was bought by the Malaysian Steppe Cement Ltd, which owns the company until now through the Central Asia Cement Holding BV registered in the Netherlands [12]
Activities
The company’s plant is the only one in the country that has two lines of a “dry” method of cement production. The plant's capacity is 0.8 million tons of cement per year, and the design capacity is 3.6 million tons. In total, the production assets of the company consist of 4 wet cement lines (Central Asia Cement JSC) and 2 dry cement lines (5th and 6th lines, a subsidiary of Carcement "). The dry production lines, which for several reasons were stopped in the 1990s, were restored in 2014 [13] and 2009 [14] .
Raw materials for the enterprise were supplied from the Astakhovskoye deposit of limestone (limestones and loams), the cities of Alga and Stepnogorsk (cinder), the Zhambyl gypsum plant and the Karmetkombinat (blast furnace slag) [6] . The plant is serviced by the Myrza railway station [15] .
In 2013, a government decree identified 8 system-forming enterprises in the Karaganda region for monitoring Kazakhstani content, including, along with ArcelorMittal Temirtau , Kazakhmys , Karagandy Chocolates , Ephesus Karaganda , Karagandarezinotekhnika , Kazcentrelectroprovod , “ Eurasian Foods, ”also included Central Asia Cement [16] .
The favorable location of the plant in relation to other large manufacturers, the proximity of the capital under construction - Astana , makes the company a monopolist in the central and northern parts of the country. So, in 2013, the company was convicted of price conspiracy with other Kazakhstani manufacturers - Bukhtarma Cement Company LLP, Semey Cement Plant LLP, Shymkentcement JSC and Standard Cement LLP, for which a fine was paid by the plants for the total amount 1.6 million tenge [17] . In 2015, the company was fined in the amount of 23.5 million tenge for overpricing sales of products [18] .

Ecology
The plant of the company, along with the Karmetkombinat and the chemical and metallurgical plant of TEMK , is a major atmospheric pollutant in Temirtau. So, in 2007, for violation of sanitary-epidemiological standards and the rights of workers, the company was brought to administrative responsibility [19] . In 2010, the company was fined about 40 million tenge against damages to the environment [20] .
