Born on June 26, 1947 in the village of Bolshie Smenki, Sonkovsky District, Kalinin Region . Received full secondary education in evening school. From 1963 to 1987 he worked at the Rybinsk Woodworking Plant "Freedom", where he went from a student as a carpenter to the director of the enterprise. In the years 1965-1966 he served in the Air Force of the Soviet Army in the GDR , sergeant . In 1977 he graduated from the Leningrad Forestry Academy named after S. M. Kirov [1] [2] .
In 1987, he was elected chairman of the district executive committee of the Central District of Rybinsk ; First Deputy Chairman of the Rybinsk City Executive Committee. Governor of the Yaroslavl Region (1995-2007)

At a meeting of the State Council on June 1, 2004, he expressed dissatisfaction with the fact that the road tax began to go to the federal treasury rather than to the regions; Russian President Vladimir Putin responded to this that other means of income were provided to the regions in return, but the Yaroslavl authorities "decided to spend this money not on roads, but on something else." On June 11, 2004, the State Duma of Russia , controlled by United Russia, suggested that the Accounts Chamber check the Yaroslavl Region for misuse of budget funds. Soon, the audit began. On August 20, 2004, the prosecutor's office opened a criminal case under article 286, part 3 of the Criminal Code of the Russian Federation “ abuse of power by a person holding a state post of the head of a constituent entity of the Russian Federation with serious consequences” (in this case, damage to the regional budget of 1.5 billion rubles) . Lisitsyn was on his own recognizance. He expressed the opinion that the checks were initiated by the Presidential Administration , which suspected him, in connection with a harsh speech about the reform of benefits , in "his own game related to future elections"; I did not agree with the conclusions of the prosecutors, since “these charges can be brought against absolutely all governors” [1] . At the end of 2005, after the governor fired several members of his team, claims were withdrawn from him.
As part of a group of governors, he announced the need to increase the term of office of the President of Russia from 4 to 7 years. In September 2004, he took the initiative to amend the Russian Constitution so that the president could be elected for a third term [1] .
He supported the presidential initiative on a new procedure for the election of regional leaders, recalling that back in 1998 he proposed to appoint governors [1] . State Duma Deputy (2007-2011)
