The security service of the flights of the Armed Forces of the Russian Federation is a military unit , a special service designed to perform the functions of monitoring the activities of the aviation personnel of state aviation in the part related to ensuring flight safety.

Formed by the Decree of the Government of the Russian Federation dated November 20, 2001 No. 801 “On the Aviation Safety Service of the Armed Forces of the Russian Federation”.
The service is the central military authority of the Armed Forces of the Russian Federation and an independent unit of the Ministry of Defense of the Russian Federation , carrying out state interdepartmental control over the activities of the aviation personnel of state aviation in the part related to flight safety [1] .
The abbreviated name of the service is the SBPA of the Russian Armed Forces .

History
On May 19, 1977 , in accordance with the Order of the USSR Minister of Defense Marshal D.F. Ustinov , the Central Flight Safety Inspectorate (TSIBP) of the USSR Armed Forces was formed to organize the prevention and investigation of aircraft accidents in military aviation. An authoritative, renowned commander, a participant in the Great Patriotic War , Hero of the Soviet Union, Marshal of Aviation Ivan Ivanovich Pstygo was appointed head of the Center. In 2018, a monument to the first head of the TsIBP was opened in the building of the Service in Moscow [2] .
From the troops, the most experienced, principled, competent pilots, navigators, engineers, political workers and other specialists, the organizers of the flight work from among the command personnel of the regiments, divisions and armies were selected. The complexity of the activities of the TsIBP team at the first stage was determined, first of all, by its novelty, the lack of scientific and regulatory and methodological basis for the investigation and prevention of aviation accidents, the inadequacy of special training of personnel. Therefore, along with the main work on the investigation and prevention of aviation accidents, the officers of the Center for Investigation and Development began to intensively study in educational and research universities, institutions and aviation enterprises. At the same time, the best methodologists of the DIBS developed regulatory documents on ensuring the safety of military aviation flights, according to the method of organizing this activity and its inspections.
A year later, on May 19, 1978 , by order of the USSR Minister of Defense, the Regulation on the CIBP was enacted, where, along with subordination, the composition (management of flight accident analysis and prevention, flight safety inspection department, group of political inspectors) was determined, the main tasks and CIBP rights, issues of interaction with the types of the USSR Armed Forces.
In 1983, the Central Inspectorate was headed by Air Marshal P. S. Kirsanov .
By order of D. F. Ustinov of March 23, 1984, a new regulation on the TsIBP of the USSR Armed Forces was enacted, in accordance with which the DIB obeyed directly the USSR Minister of Defense.
In 1988, CIBP was renamed Flight Safety Service .

Tasks
According to the Decree of the Government of the Russian Federation of November 20, 2001 No. 801 “On the Aviation Safety Service of the Armed Forces of the Russian Federation” [4], the main tasks of the Service are:
- implementation of state control over the activities of aviation personnel of state aviation in the part related to flight safety;
- organizing and conducting investigations of accidents and incidents involving aircraft used by the Ministry of Defense of the Russian Federation, individual accidents and incidents involving state aircraft of federal executive bodies and organizations, as well as accidents and incidents involving aviation staff of several federal executive bodies and organizations;
- classification and accounting of accidents and aviation incidents in the state aviation of the Russian Federation, verification of the activities of federal executive bodies and organizations for conducting investigations, classification and accounting of aviation incidents and aviation incidents.
