Biography
Known as the "king of cotton" because of his involvement in the cotton industry, he was a supporter of President Yayi Boni , who financed the course of his election campaign for the 2006 and 2011 elections . He financed the presidential election campaigns in 2006 and 2011. For this, he was allowed to buy cotton production in 2008 at the state agricultural corporation Sonapra. In 2011, two months before the election, Talon gained control of the port of Cotonou (the annual income of the port is comparable to the budget of the whole of Benin).
However, after the 2011 elections, he was accused of conspiring to kill Yaya Boni and fled to France in 2012. Subsequently, he was pardoned in 2014.
He is married to a woman from Porto-Novo and has two children.
Benin's President
Talon was an independent candidate in the presidential elections in Benin in March 2016. Prior to that, he was a supporter of the ruling party and even financed President Yai Boni’s election campaigns. However, he finished second, after the current Prime Minister Lionel Zinsu [1] , in the first round of the presidential vote, but won in the second round with 65% of the vote.
April 6 Talon took office as president of the country [2] .
He conducted an audit of agreements concluded by the former government, and canceled some contracts concluded by the former government and a number of decrees.
In December 2016, the president announced a document - the Government Action Program (PAG), the implementation of which was taken up, in fact, by the whole ministry. The program involves huge (almost 14 billion euros) investment in the private sector of the economy (45 different projects) over five years, and the creation of about 500 thousand jobs [3] .
After Talon came to power, observers note the rapid growth of his business, which now formally belongs to his wife, children and his closest circle. Olivier Boko, a businessman close to the president, is called “vice-president” behind the eyes, he is present at many official events and participates in the conclusion of state contracts, although he has no official status.
