History

The status and boundaries of a rural settlement are established by the Law of the Penza Region dated November 2, 2004 No. 690-ZPO “On the Borders of Municipalities of the Penza Region” [3] .

The law of the Penza region dated April 4, 2017 No. 3027-ZPO [4] transformed, through their unification, the rural settlements of Shugurovsky and the Russian-Kachim rural councils into the Shugurovsky rural council with the administrative center in the village of Shugurovo .
