History

The status and boundaries of a rural settlement are established by the Law of the Penza Region dated November 2, 2004 No. 690-ZPO “On the Borders of Municipalities of the Penza Region” [3] .

By the law of the Penza Region dated April 4, 2017 No. 3027-ZPO [4] , through their unification, the rural settlements of the Vachelyai and Nizhnemyvaly village councils were transformed into the Vachelaisky village council with an administrative center in the village of Vachelai .
