Biography

On January 3, 2017 , George Logvinsky was elected [1] Vice President of the Parliamentary Assembly of the Council of Europe . This is the highest position in the international parliamentary arena in the history of Ukraine .

In January 2017 , Logvinsky was elected [2] Chairman of the PACE Subcommittee on Crime and Combating Terrorism , which for 47 Council of Europe countries plays a decisive role in the prevention, suppression and minimization of the consequences of terrorist activities . The highest rating of his work is the re-election of Logvinsky on January 23, 2018 to the post of chairman of the PACE Subcommittee on Crime and Combating Terrorism.

On January 22, 2018, he was elected the representative of the Committee on Legal Affairs and Human Rights of the Parliamentary Assembly of the Council of Europe in GRECO (Group of States Against Corruption, GRECO).

Since 2015 , he has been Vice President of the European People's Party at the Council of Europe , the largest in PACE . In January 2018, Logvinsky was elected for the third time as Vice President of the European People's Party in the Council of Europe .

In December 2017, he was appointed rapporteur of the Parliamentary Assembly of the Council of Europe on the issue of “Principles and Guarantees of Advocacy” . This report is intended to address the most pressing issues of advocacy in the member states of the Council of Europe and to develop specific recommendations to strengthen guarantees for the work of lawyers and protect the rights of citizens.

December 25, 2018 was included in the list of persons against whom Russia imposed sanctions [3] .

In 2014 , Georgy Logvinsky was elected [4] as the People’s Deputy of Ukraine (No. 37 on the electoral list of the Popular Front political party) according to the quota of the Mejlis of the Crimean Tatar people . In the Verkhovna Rada of Ukraine, he holds the position of Deputy Chairman of the Committee on Human Rights, National Minorities and International Relations, as well as the Chairman of the Subcommittee on International Legal Affairs and Internally Displaced Persons .

Logvinsky is a well-known lawyer and human rights activist . As a lawyer and a member of the Kiev Regional Bar Association, he represented interests [5] in high-profile criminal and civil cases . He defended [6] , in particular, persons against whom there was a request for extradition to Russia as a result of a politically motivated criminal prosecution.

Since 2005 , he worked [7] as a consultant to the People’s Deputy of Ukraine Mustafa Dzhemilev . He was an adviser to the Congress of National Communities of Ukraine and the Mejlis of the Crimean Tatar People on international legal issues. He collaborated with the Ukrainian Helsinki Human Rights Union, the Kharkov Human Rights Group , and the Institute of Religious Freedoms.

As a businessman, he began his activities in 1996 , having founded a consulting company that collaborated with General Electric , Euroshop-Switzerland and other international companies. Later he founded an international consortium with the participation of enterprises from Poland , the United Kingdom and Germany to provide consulting services to foreign investors and Ukrainian enterprises on issues of foreign economic activity , in particular, tolling processing. The consortium worked with government programs in Poland and Germany: Warsaw Commodity Exchange (Warszawska Giełda Towarowa), Agricultural Market Agency (Agencja Rynke Rolnego), etc.

He graduated from the Academy of the Ministry of Internal Affairs of Ukraine with a degree in law. In the adjunct Academy worked on a scientific study in the direction of "Criminal legal protection of foreign economic activity in Ukraine."

He speaks Ukrainian , English , Russian , Polish , German , Hebrew .

Parliamentary Activities

In 2014 , he was elected [8] as a People’s Deputy of Ukraine . He holds the position of Deputy Chairman of the Committee on Human Rights, National Minorities and Interethnic Relations , Chairman of the Subcommittee on International Legal Affairs and Internally Displaced Persons .

Georgy Logvinsky is one of the developers [5] of the Law of Ukraine “ On ensuring the rights and freedoms of citizens and the legal regime in the temporarily occupied territory of Ukraine ”.

He is a co-author of numerous appeals of the Verkhovna Rada of Ukraine to international organizations, parliamentary assemblies, foreign governments and world leaders about violations of human rights and freedoms in the Autonomous Republic of Crimea , condemnation of violations of the rights and freedoms of the Crimean Tatar people.

In 2015 , Logvinsky was elected chairman of the inter-factional deputy association “Advocacy of Ukraine” of the Verkhovna Rada of Ukraine . In this position, he was able to unite people's deputies of Ukraine, lawyers, human rights defenders and create a platform for dialogue on the protection of the rights of lawyers, ensuring the rule of law , and the inadmissibility of unlawful interference with advocacy.

March 29, 2018 Georgy Logvinsky won the Best GR Specialist of the Year Award in the Best International Case nomination.

International activities

Georgy Logvinsky was the vice-president of the Parliamentary Assembly of the Council of Europe in 2017-2018, that is, he held the highest position in the international parliamentary arena in the entire history of Ukraine .

On January 3, 2017 , he was elected Chairman of the PACE Subcommittee on Crime and Combating Terrorism . Subsequently, he was re-elected Chairman of the Subcommittee.

The results of his active work were key PACE resolutions, amendments and proposals that applied and extended sanctions against the Russian Federation , condemned the annexation of Crimea and the occupation in the Donbas , including the release of political prisoners .

Logvinsky G.V. heads the Inter-Parliamentary Relations Group of the Verkhovna Rada of Ukraine with the State of Israel . This country is the key partner of Ukraine in providing economic, medical and military experience, humanitarian support.

Under the chairmanship of Georgy Vladimirovich, the interparliamentary relations group plays a key role in strengthening Ukrainian-Israeli relations and enhancing cooperation. In particular, the legal framework has been expanded, projects for the exchange of experience in the medical field have been implemented, treatment and rehabilitation have been provided for ATO fighters and family members of dead ATO fighters.

Logvinsky actively develops international relations of Ukraine , and also protects the interests of national minorities . In particular, he was awarded a personal award by the Ministry of Internal Affairs of Georgia for his significant contribution to the strengthening of Ukrainian-Georgian relations and the development of minority rights in Ukraine .

Human rights and advocacy activities

Logvinsky G.V. He began his human rights and legal activities in 1996 . He is a lawyer, a member of the Kiev Regional Bar Association . Heads the Board of Trustees of the Congress of National Communities of Ukraine .

For professional achievements and active defense of the rights of the lawyer community, he received the “ Lawyer of the Year 2016 ” award in the nomination “For a Significant Contribution to the Development of the Bar of Ukraine” from the Association of Lawyers of Ukraine.

Georgy Logvinsky was awarded the title [9] “ Honored Lawyer of Ukraine ” in accordance with the decree of the President of Ukraine dated December 1, 2016 No. 533/2016.

In 2014 , from the very beginning of the Crimean crisis , he brought together leading human rights defenders and lawyers, creating an expert council under the Ministry of Justice of Ukraine . It included representatives of well-known law firms in Ukraine: Baker & McKenzie , Integrites, Vasil Kisil & Partners, Asters, Astapow Lawyers, Sayenko Kharenko and others.

The expert council plays a decisive role in protecting the violated, due to the transfer of Crimea under the jurisdiction of Russia, the rights of the state and citizens, the provision of free legal assistance to victims, protection of property and business.

By unanimous decision of the members of the expert council, George Logvinsky was elected its chairman. Logvinsky appointed adviser to the Minister of Justice of Ukraine .

Under the chairmanship of Georgy Logvinsky, evidence was collected to open more than 1,000 criminal proceedings, to detain large sea vessels, to announce suspected treason to hundreds of Crimean prosecutors, officials, including judges.

Georgy Logvinsky leads a group of lawyers who provide protection and provide legal assistance to political prisoners , coordinate the work of lawyers and human rights defenders in the territories that have left the jurisdiction of Ukraine.

The nomination committee of the Council of Advocates of the Kiev region was awarded the badge of honor "For professionalism, skill and wisdom."

In December 2017, the Council of Advocates of the Kiev Region awarded Georgy Logvinsky with the honorary title “Knight of the Bar” for his contribution to the development of the legal profession in Ukraine.
