It was founded on April 1, 1953 by the Decree of the Presidium of the Supreme Council of the RSFSR on the basis of the Ministry of Cinematography of the RSFSR, the Committee for Cultural and Educational Institutions, the Committee for Arts, the Office for the Printing Industry, Publishing and Book Trade under the Council of Ministers of the RSFSR on the basis of the USSR Law of March 15 1953 "On the transformation of the ministries of the USSR" [1] .

In the field of cultural enlightenment, the Ministry managed mass and scientific libraries, museums, club institutions, lecture bureaus, parks of culture and recreation, zoos, planetariums. The Ministry approved all kinds of regulations and charters, rules, instructions and standards of institutions related to the work of cultural and educational institutions.

The Ministry received broad powers to coordinate the activities of other republican ministries and departments, collective farms and state farms , provided methodological assistance to trade unions and other public organizations in the field of amateur performances.

In the field of art, the Ministry operated theatrical and concert institutions, art museums and galleries, and musical institutions located on the territory of the RSFSR. The Ministry approved the repertoires of theaters and concert organizations, directed and controlled the work of art and entertainment enterprises of republican and local subordination. The duties of the Ministry included the acquisition of art by state museums and galleries, ensuring their safety, the direction of the work of public organizations in creating works for theater, entertainment, music and other institutions.

The ministry supervised the development of the cinema network, the department for the production of films and spare parts for film installations, approved the scripts for films, authorized the production of films and their release on screens. The Ministry through the Main Directorate of Cinematography controlled the observance of technical standards and operating rules for cinema installations of the state network and cinema installations of other departments and organizations.

The Ministry approved the plans for publishing literature by all publishing houses, controlled the work of publishing houses, the ideological and political content and design of printed materials, and also controlled book trade.

The Ministry managed the work of all special educational institutions of culture and art, developed plans for the training and retraining of specialists in educational institutions, directed scientific activities in educational institutions, approved textbooks and teaching aids, plans for their publication and circulation. In addition, the Ministry had a number of functional units that developed network development plans, carried out management and control of capital construction, organized technical and material supply, and kept accounting and statistical records.

At the Ministry at various times, a number of councils and commissions acted as deliberative bodies, which included employees of the Ministry, as well as writers, artists, artists, journalists, film directors, and others. Among them: the Commission on the organization of the display in the pavilions of the RSFSR of achievements in the field Culture, Art and Expert Council on Monumental Sculpture, Council on Fine Products, Interlibrary Cataloging Commission, Commission on the Watching of New Feature Films, Public Council on bot with children and adolescents, a group of ethnic groups of the North, etc.

In 1955, the All-Russian Touring and Concert Association, which was transformed into the State Concert and Touring Association (Rosconcert) in 1964, was created at the Ministry to organize tours of concert groups, ensembles, soloists.

By presidential decree of March 27, 1992, the Ministry of Culture and Tourism of the Russian Federation was created instead of the Ministry of Culture of the RSFSR [2] .
