Biography

In 1991, Mark Harper graduated from Oxford University , where he studied philosophy, politics and economics since 1988 [1] .

From 1991 to 1995, Harper worked as an auditor at KPMG , and from 1995-1997, he was senior financial analyst at Intel . In 1997, he took up the position of financial manager at Intel; in 2000, he was promoted to operations manager [2] .

In 1993 he became treasurer of the Conservative Association in the constituency of South Swindon, in 1998 he became deputy chairman. In 2001, he was nominated as a conservative candidate for the House of Commons election in the constituency ( Gloucestershire ), but was unsuccessful. He first entered the parliament in the same constituency in the May 5, 2005 election . From 2005 to 2007 he was the shadow junior minister of defense, from 2007 to 2010 - the shadow junior minister of labor and pensions (he was responsible for the social security system for people with disabilities). After the conservatives came to power from 2010 to 2012, Harper was the parliamentary assistant to the Minister of Political and Constitutional Reform, from 2012 to 2014 - the Junior Minister of Immigration at the Ministry of the Interior (Harper himself resigned on February 8, 2014, when it turned out that he cleaners expired work permits in the UK [3] ), from 2014 to 2015 - Junior Minister for Disabled Affairs at the Department of Labor and Pensions [4] (Harper returned to work in the government after a series of staff changes carried out by David Cameron July 15, 2014 [5] ).

On May 7, 2015, at the next parliamentary election, Mark Harper won in his former constituency with a result of 46.8% of the vote; his main rival, Labor, Steve Parry-Hearn, received support from 24.6% of the voters [6] .

On May 10, 2015, David Cameron, who began to form a new cabinet following the election results, appointed Mark Harper as the main parliamentary organizer of the conservatives and the parliamentary secretary of the Treasury. The second of these posts gave Harper the right to receive wages in the government and, if necessary, participate in its meetings [7] .

On July 14, 2016, Theresa May's first cabinet was formed, in which Harper got the post of Gavin Williamson, and he himself did not receive any new appointment [8] .

On June 13, 2019, in the first round of the after the announcement of Teresa May, he received only 10 votes of the parliamentarians and dropped out of the further struggle [9] .

Personal life

In July 1999, Harper married Margaret Whelan [10] .
