The 2010 regional elections in Venezuela were held on December 5 to elect the governors of the states of Amasonas and Guarico , as well as the mayors of 11 municipalities. 1,761,961 Venezuelan citizens could participate in the vote, which is about 10% of the total number of voters in the country, as well as 22,940 foreigners. [1] 51% of potential voters were registered in Maracaibo. [2]
Governor Amasonas is chosen separately from the heads of other states since 2001 , after the state had canceled the results of voting in seven polling stations and had to partially vote to determine the winner. Initially, the elections were scheduled for March 2011 , but then they were postponed due to the death of Governor Guarico Villiana Lara in an accident. [3] Elections in the districts of Alto Orinoco (Amasonas) and Catatumbo ( Zulia ), as well as the municipal and parish councils of Venezuela, postponed two years from 2008 , it was decided not to postpone and hold in 2011 . [four]

52 candidates were allowed to participate in the elections. As in the last parliamentary elections held three months earlier, the two main coalitions, the pro-presidential Patriotic Pole and the opposition Roundtable for Democratic Unity ( Spanish Mesa de la Unidad Democrática, MUD ), became the main participants in the elections. [2] [5] [6] The country's third most popular political force, the Fatherland for All party, participated only in governor elections in the state of Amasonas, receiving support from anti-Chav forces, and in turn supporting anti-presidential candidates in two municipalities. [7]
Unlike the previous regional elections, when the ruling United Socialist Party of Venezuela (ESPV) held primaries , this time the leader of the party, Hugo Chavez, personally selected the candidates, arguing that the primary elections cannot be held since the deadline for registering candidates is very close. [8] On October 20, it was announced that candidates for the EHRP would be Guarico Luis Enrique Gallardo, Rector of the University of Romulo Gallegosa , and Amasonas Diochenes Egildo Palau, Member of the National Assembly . [8] Two days later, ESPR candidates for mayor of eleven municipalities were announced, among them was Gian Carlo Di Martino, previously twice elected mayor of Maracaibo . [9]
The anti-Chavist opposition identified some of its candidates through negotiations, some through primaries. So, about 180,000 people participated in the primary elections in Maracaibo, which is almost half of the votes received by the opposition in the last parliamentary elections. As a result, the candidate for the New Time party, lawyer Aveling Trejo de Rosales, the wife of Manuel Rosales, won with 70% of the vote of the deputy of the city council, Juan Pablo Guanipu from the party For Justice . [10] The primaries passed in Miranda (Zulia state), the winner of the vote, which was attended by 11,798 people (approximately 60% of the opposition vote in the September elections), was the former mayor Wilmer Oquendo, general secretary of the party For Social Democracy " ), Which gained 46.48% and was ahead of Winton Medina from Democratic Action . [11] A number of candidates were identified as a result of negotiations, in particular, the MUD without primaries agreed to support the governor of the state of Amazonas Liborio Guarulya from the party "Fatherland for All", which in turn withdrew its candidate for governor of the state of Guarico Franco Gerratan in favor of Carlos Prosperi. At the same time, Gerratana remained on the lists.

In the vote on December 5, 2010, 952,706 voters took part. The turnout was 54.07%.
