History

The canton of Antibes was first created in 1793, then modified in 1801. In 1973, it was abolished and transformed into two new cantons of Antibes-Nor and Antibes-Sud . In 1985, as a result of administrative reform, the cantons were created to replace the abolished cantons of Antibes-Nor and Antibes: Antibes-Biot , Antibes-Center and Vallori-Antibes-West [2] . In 2015, the cantons were abolished and new ones were created in their place: Antib-1, Antib-2 and Antib-3 .

The canton of Antibes-1 is the new unit of the administrative-territorial division of France (Alpes-Maritimes department, Grasse district), created by decree of February 24, 2014 [1] . The new rule of administrative division came into force in the first regional (territorial) elections (a new type of election in France). Thus, the single territorial election replaces the two types of voting that have existed so far: regional elections and cantonal elections (elections of general advisers). The first elections of this type, at which both regional advisers (members of the parliaments of the French regions) and general advisers (members of the parliaments of the French departments) [3] were simultaneously elected, took place in the commune of Antibes on March 22, 2015. This date is officially considered the creation date of the new canton. Starting from these elections, advisers are elected according to a mixed system (majority and proportional). Voters in each canton elect a Department Council (the new name of the General Council): two councilors of different sexes. This new voting mechanism required the redistribution of communes by cantons, the number of which in the department halved by rounding the total value up to an odd number in accordance with the conditions of the minimum threshold defined by Section 4 of the Law of May 17, 2013 [4] . As a result of the review, the total number of cantons of the Alpes-Maritime Alps department in 2015 decreased from 52 to 27 [1] .

Departmental advisers are elected for a term of 6 years. The elections of territorial and general advisers are conducted according to a mixed system: 80% of the seats are distributed according to the majority system and 20% according to the proportional system based on the list of departments. In accordance with the current electoral system in France, in order to win the election, the candidate in the first round must receive an absolute majority of votes (that is, more than half of the votes of at least 25% of registered voters). In the case when, according to the results of the first round, not a single candidate gains an absolute majority of votes, a second round of voting is held. Only those candidates who in the first round received support from at least 12.5% of registered and voted “for” voters are allowed to participate in the second round. Moreover, to win the second round of elections, a simple majority is enough (the candidate with the most votes wins) [3] .
