Partanen was a self-taught photographer, although he later took some courses in this area. Partanen is best known for his Vyborg-related photographs taken in the 1930s. Partanen saved 431 negatives from his collection about Vyborg a week before the end of the Winter War in March 1940 [2] .

Partanen supported financially during the Second World War the National Socialist Association led by Arvi Kalstan. He invested about 70,000 marks in this difficult financial situation and in the spring of 1943 transferred his office to the party for use, located in Helsinki on Keskuscatu Street 1.

On the Independence Day in 1947, Partanen displayed photographs of Finnish politicians convicted by the military prosecution tribunal in the window of his Helios showroom at Mannerheimintie 10 in Helsinki and wrote the text “For us victims” above the photographs. Police closed the window, and Partanen was charged with abuse and abuse of power. The Helsinki City Court nevertheless dropped these charges in January 1948.
