Political Party of Freedom and Progress ( PSP ; Belorussian. Political Party of Freedom and Prague ) - created since 2003 , an officially unregistered political party of a liberal orientation . The result of the evolutionary development of the Civil Forum youth movement. The chairman is Vladimir Novosyad . November 22, 2003 [1] , May 29, 2004 [2] , May 29, 2005 [3] The Constituent Congresses of the Party of Freedom and Progress were held, which decided to create a party and approved the Charter, Program and Manifesto of the Party of Freedom and Progress. In all three cases, the Ministry of Justice of Belarus, under various pretexts, refused to register a new political party [2] , [4] , and the Supreme Court rejected the complaints of the initiators of the creation of the party against the decisions of the Ministry of Justice, which the party’s founders called politically motivated.

The basis of the new party will be former and current activists of the Civil Forum youth movement [5] , as well as young people who were not previously members of political parties, which are close to the liberal ideals of individual freedom, natural rights and human freedoms, and protection of private property. The main emphasis in the work is on attracting previously politically unbiased young people, a constant presence in constituencies, and active participation in local and parliamentary elections.
The largest number of supporters of the creation of the Party of Freedom and Progress in the Gomel , Mogilev and Grodno regions.
The Freedom and Progress Party hopes to fill an empty niche in the political spectrum of the country - to become the first liberal party in Belarus [6] (the United Civil Party , already existing in Belarus , is based on conservative ideas and calls itself “liberal-conservative”). PSP intends to articulate and strengthen liberal ideas in Belarus , as a country with so far the dominant social democratic and national democratic ideologies.
The European integration of Belarus is the main thesis in the international component of the political platform of the party being created.

On April 18, 2009, the 4th constituent congress of the Party of Freedom and Progress (PSP) was held in Mogilev. 73 delegates from all regions of Belarus decided to create a party, approve the charter and recognize the founders of the PSP as its members. Vladimir Vladimirovich Novosyad was elected Chairman of the PSP. The following chairmen were elected: Alexander Silkov (First Deputy), Sergey Kazlovsky, Mikhail Bruslyakov and Alexander Melnikov. The Political Council of the Party - the governing body of the party [7] .
Vladimir Novosyad was a deputy of the House of Representatives of the second convocation (2000-2004). In November 1996, not a single deputy from the Civil Action faction, except Vladimir Novosyad, went to the House of Representatives created by Lukashenko. The politician opposes the use of force and the participation of Belarus in military blocs and alliances.
Goals and objectives of the party
The purpose of the party is to promote in the public mind the values of democracy and liberalism , the development of democratic and liberal reforms.
The party advocates a phased, balanced integration into single European structures with the unconditional priority of good relations and cooperation with all neighbors. Taking the path of European integration , the party attaches great importance to the development of friendly good-neighborly relations with Russia and Ukraine.
The party hopes to create a simple and understandable taxation system for private entrepreneurship and self-employment, so that the Person has the simple opportunity to honestly earn what he does best by simply paying a percentage of his income.
The party calls to repeal the so-called "Law on parasites" and declare an "economic amnesty" - to give citizens the opportunity to declare previously received income without any consequences. And after that, declare a moratorium on the introduction of new taxes and fees, as well as an increase in established rates.
The party carries out the information-mobilization campaign “The Way of Freedom and Progress”.
Activities
According to political analyst Alexander Logvints, “the creators of the party are acting on the future. They work for a time when there will be real party life in Belarus, and parties will be represented in parliament and will be able to nominate their candidates ” [6] . Since the inception of the idea to create a PSP by Vladimir Novosyad, regional leaders have been conducting systematic work on party building and the active inclusion of the future party in socio-political life in Belarus:
Since 2003, the initiators of the PSP have become members of the European Coalition. In 2005, the PSP organizing committee became the founder of the United Democratic Forces; at the 2005 Congress, it supported A. Milinkevich’s candidacy as a single presidential candidate from the democratic opposition. The Committee took part in the Congress of Democratic Forces 2007 and created its own faction at the Congress of 28 representatives.
By 2009, the PSP organizing committee actually formed a political calendar for the future registered Belarusian party. Among the annual events: the celebration of the anniversary of Belarusian statehood on March 25 (in Mogilev - laying flowers at the building of the regional historical museum, where the BPR, information companies were recognized), on April 26, the founders of the PSP annually carry out environmentally-oriented events dedicated to the anniversary of the Chernobyl disaster; annual subbotniks at the burial places of iconic figures for Belarusian history (in particular, on April 2 - a subbotnik at the grave of Tsishka Gartny, the first leader of the BSSR).
Liberal circles and seminars within the framework of party education are of a permanent nature, measures are being taken to create an effective system of local self-government in Belarus. If necessary, the PSP conducts separate campaigns on topical issues of protecting human rights and property (protecting owners of satellite dish antennas illegally dismantled by housing and communal services, contacting government agencies and collecting signatures), housing and communal issues.
The members of the organizing committee actively participated in the election campaigns in Belarus [8] : local, parliamentary, and presidential elections - they nominated their own candidates, participated in the work of initiative groups and election headquarters, collected signatures for nomination, and monitored the conduct of elections.
Since 2007, the PSP organizing committee began the process of integration into European political structures, in particular ELDR [7] . On November 29, 2013, the organizing committee of the Party of Freedom and Progress accepted into the Alliance of Liberals and Democrats for Europe - ALDE. This happened at the ALDE Congress, which was held in London.
At the Elections to the Local Councils of Deputies of the Republic of Belarus (2018), the PSP supported the nomination of 15 of its supporters in the struggle for votes in the district, city and regional Councils of Deputies.
