Bolashak (scholarship)

Bolashak ( Kazakh. Bolashқ - the future) is an international educational scholarship of the President of the Republic of Kazakhstan Nursultan Nazarbayev.

The goal of the program is to train personnel and specialists for priority sectors of the country's economy. The program includes both obtaining a scientific degree from higher educational institutions, as well as scientific and industrial internships at leading companies and universities in the world.

History

International scholarship “Bolashak” was established on November 5, 1993 by the Resolution of the President of the Republic of Kazakhstan Nursultan Nazarbayev [1] . At the dawn of independence of the Republic of Kazakhstan, highly qualified personnel were required, who were to carry out further reforms. For the first time in the history of the post-Soviet states, talented young people were given the opportunity to study abroad.

The Resolution of the Cabinet of Ministers of the Republic of Kazakhstan dated December 13, 1993 N 1245 established the Republican Commission for the Training of Personnel Abroad [2] .

In 1994, a group of Kazakh students was first sent to study at foreign universities.

1997 is one of the major milestones in the development of the country. The head of state presented the Development Strategy of Kazakhstan until 2030 . To effectively implement the goals and objectives of the Strategy, changes were made to the Bolashak Program. The Regulation was developed, approved by Decree of the President of the Republic of Kazakhstan dated March 3, 1997 No. 3375, which concerned the procedures for accepting documents and selecting applicants, and also provided for the employment of scholarship holders in government bodies and organizations of the Republic of Kazakhstan after completion of the full course of study.

The issue of imbalance in the areas of training also required solution. In 1994-1997 The scholarship was awarded mainly to graduates of economic and humanitarian faculties of Kazakhstani universities. Graduates of technical departments were represented in the program very little. This was due, first of all, to the fact that the curriculum of technical specialties provided for the study of foreign languages ​​in a smaller volume compared with the curriculum of economic and humanitarian specialties.

The first years of the program, scholarship holders studied in only four countries ( USA , UK , Germany and France ). Subsequently, the geography of the countries of study expanded due to the development of cooperation with foreign universities, as well as additions to the Rules for the selection of applicants, according to which candidates were selected from among applicants who study independently abroad.

Since 2000 , in accordance with the Decree of the President of the Republic of Kazakhstan, applicants with engineering technical education have received the right to participate in the competition without taking into account the requirement of fluency in one of the foreign languages.

In 2005, the Head of State in his Address announced the need for the annual provision of three thousand young and talented Kazakhstanis with the opportunity to study at leading educational institutions of the world.

For the implementation of the tasks by the Decree of the Government of the Republic of Kazakhstan No. 301 of April 4, 2005, the Joint Stock Company Center for International Programs was established .

Since 2008 , scientific and pedagogical workers have been given the opportunity to undergo scientific internships, and quotas have been introduced for rural youth, government employees, scientific and pedagogical workers.

In order to improve the quality of education received as part of the program, the List of leading foreign universities, research centers and laboratories recommended for training and scientific internships is being reduced.

Since 2011, undergraduate studies have been discontinued. The program-targeted mechanism has been introduced (the conclusion of tripartite agreements between the employer, the scholarship holder and the Center for International Programs JSC).

From 1993 to 2013 International scholarship “Bolashak” was awarded to 10346 Kazakhstanis to study at 200 best universities in 33 countries of the world.

In 2001, the Bolashakites created the Association of Fellows of the International Scholarship of the President of the Republic of Kazakhstan “Bolashak” ( Association “Bolashak” )

On November 29, 2013 in Astana, the anniversary Forum of Bolashak scholarship holders was held with the participation of President N. Nazarbayev dedicated to the 20th anniversary of the program [3] ..

Inflation surged, unemployment grew. The country plunged into "wild capitalism." Then we were just beginning the transition to market relations. Few people knew what it was. Even the most experienced managers had only vague ideas about how to manage new economic and social processes and create a sovereign state. At that time, the country did not have specialists in the transition to a new market economy. Independent Kazakhstan urgently needed professional staff with a high-quality education at the international level. It was necessary to carry out privatization and attract investment in the country. Scholarship Procedure

To receive a scholarship, you must complete the competition.

In general, the requirements for the applicant are simple - a high average mark of a certificate or diploma, knowledge of the state and foreign languages. At the first stage, check the compliance of all necessary documents, average scores, etc. Then passes testing in a foreign and state languages. Testing on the level of knowledge of the Kazakh language is carried out using the Kaztest program - an analogue of TOEFL . After successfully passing the language tests, the applicant is interviewed by representatives of universities, officials from the Ministry of Education and Science and psychologists.

Republican Training Commission Abroad

The Republican Commission for the Training of Personnel Abroad (hereinafter referred to as the Republican Commission) is an advisory body under the President of the Republic of Kazakhstan and is created to implement activities on the international scholarship of the President of the Republic of Kazakhstan "Bolashak" [4] .

The composition of the republican commission is approved by the President of the Republic of Kazakhstan. The Republican Commission is headed by the State Secretary of the Republic of Kazakhstan. The Deputy Chairman of the Republican Commission is the Minister of Education and Science of the Republic of Kazakhstan, and the Secretary is the Vice Minister of Education and Science of the Republic of Kazakhstan.

The working body of the Republican Commission is the Ministry of Education and Science of the Republic of Kazakhstan .

Republican Commission Tasks

  • development of proposals for determining a common strategy for training personnel abroad;
  • decision-making on awarding the Bolashak international scholarship, on deprivation, acceptance of the rejection of the Bolashak international scholarship in accordance with the Rules for selecting applicants for the Bolashak international scholarship, as well as the decision to grant a deferment for employment in the specialty received in within the framework of the international scholarship “Bolashak”, in the territory of the Republic of Kazakhstan;
  • annual approval of the list of priority specialties for awarding the Bolashak international scholarship;
  • the annual establishment of a limit on the number of international scholarships “Bolashak” for categories of persons determined by the Selection Rules;
  • ensuring coordination of employment issues for graduates of the Bolashak program.
  • the implementation of other functions necessary for core business, not contradicting the legislation of the Republic of Kazakhstan.

Criticism
