An extraordinary congress was held on February 26, 2016 in Zurich, Switzerland at the Hallenstadion Stadium. As a result of the congress, a package of reforms on the transformation of FIFA was adopted, and a new president of this organization was elected after Joseph Blatter left his post under the influence of a corruption scandal [1] .
Gianni Infantino was elected FIFA’s ninth president.

Reform Package
The FIFA reform package was adopted in the first part of the congress. 179 associations out of 207 voted for its adoption. The reforms suggest the dissolution of the FIFA Executive Committee, which will be replaced by a broader FIFA Council elected by national confederations.
The maximum permissible number of terms that can be occupied by leading FIFA functionaries, including the president of this organization, is also limited [2] .
FIFA Head Elections
The election of a new FIFA president took place in the second half of the congress. To be elected, a candidate had to get 2/3 of the votes (in the first round) or a simple majority (105 votes) in the second round, in which two leaders of the vote passed.
Candidates
Applicants for the presidential post were to register as candidates by October 27, 2015. Each of the candidates should have been supported by at least five national federations.
On November 9, 2015, the FIFA electoral committee announced the following functionaries as official candidates [3] :
- / Gianni Infantino - UEFA General Secretary. Announced his participation on October 26; [four]
- Sheikh Salman bin Ibrahim Al-Khalifa - President of the Asian Football Confederation . Announced participation on October 15; [five]
- Prince Ali Bin Al-Hussein - FIFA Vice-President. Participant in the election of 2015, where he lost to Blatter. Announced participation on September 15; [6]
- Jerome Champagne is a former FIFA functionary (1999–2010). Announced participation on October 23; [7]
- Tokyo Seksvale - a former member of the government of South Africa. Announced participation on October 25th. [eight]

- Michel Platini - President of UEFA . Announced the participation on July 29 [9] . November 8, FIFA membership suspended; [ten]
- Musa Bility - President of the Liberian Football Association . In November 2015, failed to pass the test; [eleven]
- David Nahid - a former player of the national team . Not received the support of 5 federations. [12]
