History
The status and boundaries of a rural settlement are established by the Law of the Stavropol Territory of October 4, 2004 No. 88-KZ “On Giving the municipalities of the Stavropol Territory with the status of urban, rural settlement, urban district, municipal district” [5] .
From May 1, 2017, in accordance with the Law of the Stavropol Territory dated April 14, 2017 No. 37-KZ [3] , all municipalities of the Soviet municipal district (urban settlement Zelenokumsk , rural settlements of the Eastern Village Council , the village of Gorkaya Balka , Ninsky Village Council , the village of Otkaznoe , Pravokumsky village council , Soldier-Aleksandrovsky village council ) were transformed, through their unification, into the Soviet city district .
