The extrajudicial “ police triples ” were formed by order of the NKVD of the USSR No. 00192 on May 27, 1935 for violators of the passport regime, criminal and declassified elements. The event was dictated by the fact that the number of detainees in these cases was very significant, and the consideration of these cases in the Special Meeting led to an excessive delay in the consideration of these cases and to overloading places of pre-trial detention. When making decisions, the NKVD “triples” were suggested to be guided by the rights stipulated by the Regulations on the Special Meeting at the NKVD of the USSR. The participation of the prosecutor in the meeting of the "troika" was mandatory. The protocols of the “triples” were sent to the head of the Main Directorate of the Workers 'and Peasants' Police for their presentation at the Special Meeting of the NKVD of the USSR . However, even in the case of the most serious crimes, the police “troika”, unlike the political “troika” (who had the right to sentence to capital punishment ), could pronounce sentences up to a limit of 5 years in prison .

In 1935, the head of the NKVD, G. G. Yagoda, and the USSR prosecutor A. Ya. Vyshinsky reported on the creation of extrajudicial “triples” for passport violators: “In order to quickly clean cities that fall under Art. 10 of the law on passports , from criminal and declassified elements, as well as malicious violators of the Regulations on passports, the People’s Commissariat for Foreign Affairs and the Prosecutor's Office of the USSR on January 10, 1935 ordered the formation of special triples on the ground to resolve cases of this category. This event was dictated by the fact that the number of detainees in these cases was very significant, and the consideration of these cases in Moscow at the Special Meeting led to an excessive delay in the consideration of these cases and to overloading places of pre-trial detention. ” [one]
By order of the NKVD of the USSR No. 00192 on May 27, 1935, attention was drawn to the absolute inadmissibility of mass operations when the criminal and declassified element were “withdrawn”.
