Perhaps the son of Elily and the brother of En-Shakushana . Balulu, like his predecessor Elily, bears the Akkadian name, in contrast to the earlier kings of the I dynasty of Ur, who had Sumerian names. The Sumerian Tsarist List claims that Balulu was a meadow in Ur, although no monuments have survived from the reign of Balulu. Probably, if he was a meadow of Ur, then he did not rule for long.
However, according to the Sumerian Tsar's List , he ruled for 36 years.
