Governor Powers

Powers of the Governor of the Trans-Baikal Territory:

  • represents the Trans-Baikal Territory in relations with federal bodies of state power, bodies of state power of the constituent entities of the Russian Federation, local authorities and in the implementation of foreign economic relations, with the right to sign treaties and agreements on behalf of the territory;
  • promulgates the laws of the Trans-Baikal Territory adopted by the Legislative Assembly of the Trans-Baikal Territory, certifying their promulgation by signing laws;
  • forms the Government of the Trans-Baikal Territory in accordance with the law of the Trans-Baikal Territory and decides on his resignation;
  • distributes duties between deputy chairmen of the Krai Government;
  • appoints, dismisses members of the Government of the Trans-Baikal Territory, as well as heads of other executive bodies of state power of the Trans-Baikal Territory;
  • submits to the Legislative Assembly of the Trans-Baikal Territory for approval candidates for the appointment of certain members of the Government of the Territory in accordance with the law of the Trans-Baikal Territory;
  • submit to the Legislative Assembly of the Trans-Baikal Territory a draft budget of the Trans-Baikal Territory, draft socio-economic development programs of the Trans-Baikal Territory and reports on their implementation, as well as annual reports on the results of the Government of the Trans-Baikal Territory, including on issues raised by the Legislative Assembly of the Trans-Baikal Territory;
  • the right to demand the convening of an extraordinary meeting of the Legislative Assembly of the Trans-Baikal Territory, as well as to convene the newly elected Legislative Assembly of the Trans-Baikal Territory for the first meeting earlier than the deadline set for this by the Legislative Assembly of the Trans-Baikal Territory by the Charter of the Trans-Baikal Territory;
  • the right to participate in the work of the Legislative Assembly of the Trans-Baikal Territory with an advisory vote;
  • provides coordination of the activities of executive bodies of state power of the region with the Legislative Assembly of the Trans-Baikal Territory and, in accordance with the legislation of the Russian Federation, can organize the interaction of executive bodies of state power of the Trans-Baikal Territory with federal executive bodies and their territorial bodies, local governments and public associations;
  • considers applications and submits representations to the relevant authorities on the awarding of state awards of the Russian Federation;
  • exercises other powers in accordance with federal laws, the Charter and laws of the Trans-Baikal Territory.

The Governor of the Trans-Baikal Territory heads the Government of the Trans-Baikal Territory, determines in accordance with the Constitution of the Russian Federation, federal constitutional laws, federal laws and other regulatory legal acts of the Russian Federation, the Charter of the Trans-Baikal Territory and the laws of the Trans-Baikal Territory the main activities of the Government of the Trans-Baikal Territory and organizes its work.

The powers of the Governor of the Trans-Baikal Territory to organize the work of the Government of the Trans-Baikal Territory:

  • represents the Government of the Trans-Baikal Territory in the Russian Federation and outside the territory of the Russian Federation;
  • conducts meetings of the Government of the Trans-Baikal Territory, having a casting vote;
  • Signs legal acts of the Government of the Trans-Baikal Territory;
  • forms the Government of the Trans-Baikal Territory in accordance with the law of the Trans-Baikal Territory and decides on his resignation;
  • appoints, dismisses members of the Government of the Trans-Baikal Territory;
  • submits to the Legislative Assembly of the Trans-Baikal Territory for approval candidates for appointment as Deputy Chairman of the Government of the Trans-Baikal Territory - Head of the Administration of the Governor of the Trans-Baikal Territory, Deputy Chairman of the Government of the Agin-Buryat District of the Trans-Baikal Territory, Deputy Chairman of the Government of the Trans-Baikal Territory for Investment Policy and Infrastructure Development , Deputy Prime Minister For Baikal Territory for industry and natural resources, Deputy Prime Minister of the Trans-Baikal Territory for social issues, Deputy Prime Minister of the Trans-Baikal Territory for financial and economic issues;
  • distributes duties between deputy chairmen of the Trans-Baikal Territory Government;
  • approves the Regulation of the Government of the Trans-Baikal Territory [1] .

History

Decrees of the President of the Russian Federation on February 1, 1996 appointed Ravil Geniatulin as the head of the administration of the Chita region . Subsequently, three times (October 27, 1996, October 29, 2000 and March 14, 2004) he was re-elected the head of the administration of the Chita region.

Preliminary work to unite the Aginsky Buryat Autonomous Okrug and the Chita Oblast was launched at the level of regional authorities in April 2006 . The head of the administration of the Aginsky Buryat Autonomous Okrug Bair Jamsuyev , the governor of the Chita region Ravil Geniatulin and the heads of the regional parliaments addressed the President of Russia with a corresponding letter, and on November 17, 2006 he supported this initiative [2] .

The referendum on the merger was held on March 11, 2007 . In the Aginsky Buryat Autonomous Region, 94% supported the unification, 5.16% against; in the referendum, 82.95% of the district voters took part [3] . In the Chita region, 90.29% voted for the unification, 8.89% voted against, 72.82% of the region’s voters participated in the referendum [4] .

On July 23, 2007, V. Putin signed the federal constitutional law “On the Formation of a New Subject of the Russian Federation as a Part of the Russian Federation as a result of the Association of the Chita Region and the Aginsky Buryat Autonomous Okrug”. On March 1, 2008, a new constituent entity of the Russian Federation, the Trans-Baikal Territory , was formed.

January 29, 2008 Geniatulin is nominated as a candidate for the post of governor of the Trans-Baikal Territory . On February 5, 2008, deputies of the legislative assemblies of both subjects of the Federation approved him as governor [5] .

On March 1, 2013, after the expiration of the terms of office of Geniatulin, the deputy of the State Duma from Just Russia Konstantin Ilkovsky was appointed interim governor of the Trans-Baikal Territory [6]

September 8, 2013 won the election of the governor of the Trans-Baikal Territory, gaining 71.63% of the vote. [7] [8] On September 18, he officially took office. [9]

The governorship of K. Ilkovsky was marked by a number of scandals: the region is in bankruptcy, the regional budget deficit is 5.5 billion rubles, public sector employees are regularly delayed wages, 115 thousand hectares of land are planned for lease to a Chinese company for a period of 49 years old.

On February 17, 2016, Russian President Vladimir Putin accepted Ilkovsky’s resignation of his own free will. The resignation of the governor was associated with poor financial discipline, as well as due to failure to fulfill the obligations of the region to relocate citizens from emergency housing [10] .

Since February 17, 2016, the Acting Governor of the Trans-Baikal Territory, the Chairman of the Regional Legislative Assembly, Natalia Zhdanova, has been appointed. September 18, 2016 was elected governor of the Trans-Baikal Territory from the party "United Russia", took office on September 29. October 11, 2018 Zhdanova resigned. One of the reasons is the difficult socio-economic situation in the region, which is considered one of the most difficult in the country, and the low level of support among the population [11] . Dismissed October 25, 2018. On the same day, by decree of the President of Russia Vladimir Putin , Alexander Mikhailovich Osipov was appointed interim Governor of the Trans-Baikal Territory.
