Karlis адadurskis ( Latvian. Kārlis Šadurskis , October 11, 1959) - Latvian politician. Minister of Education and Science of Latvia (2002-2004, 2016-2018). Member of the Unity Party. Member of the 8th, 9th, 10th and 12th convocations of the Sejm of Latvia . From 2011 to 2014 and from 2018, he was a deputy of the European Parliament.

Education and research
He graduated from Riga Secondary School No. 1 [1] . In 1982, he graduated with honors from the Riga Polytechnic Institute (now the Riga Technical University ), majoring in Applied Mathematics. After the restoration of independence of the Republic of Latvia in the nostrification of a diploma of a candidate of technical sciences, he received a doctorate in mathematics (1992) [2] .
He worked at the Riga Technical University at the Faculty of Computer Science, Department of Probability Theory of Information Technology. Published about 60 scientific papers [2] [3] .
He participated in many international conferences, as well as in several non-governmental organizations, such as the Association of European Engineering Education, the Latvian Mathematical Society, and the Latvian Union of Scientists.
Political career
During his political career, he was a member of many political parties: the Popular Front of Latvia , DNNL , New Time (2002-2008), Civil Union (2008-2011) and Unity (New Unity, 2011-present).
Having taken up political activities in the late 1980s as a supporter of “Latvian Latvia,” Šadurskis joined the Environmental Protection Club, the forerunner of the Popular Front of Latvia [4] . After the restoration of the country's independence, адadurskis temporarily concentrated on teaching.
In 2002, he returned to politics. Having become one of the founders of the party " New Time ", he was elected to the Sejm of the eighth convocation. November 7, 2002 became Minister of Education and Science of Latvia in the government of Einar Repshe . As a minister, he contributed to the transition of minority schools to the prevailing teaching in the state Latvian language (according to the “ Reform 2004 ”). This reform met with mass protests of the Russian-speaking population of Latvia [5] . At this time, the Headquarters of the Defense of Russian Schools with the permission of the author of the music and text Roger Waters released a video clip [6] for the music of Pink Floyd from the album “The Wall” - “Black Karlis”, this nickname stuck to Shadurskis for many years [3] .
After the resignation of the government, he restored the mandate of the deputy of the parliament, and from December 2004 until the parliament was convened he was the leader of the New Time party faction.
In 2006 he was elected to the 9th Saeima, where he became deputy head of the New Time faction.
On the sixth of April 2008, the deputies of the Sejm Karlis адadurskis, Sandra Kalniete and Ina Druviete stated that from now on they would communicate with Latvian journalists only in Latvian. However, in September 2012, Shadurskis suddenly spoke in Russian on the Uncensored program on TV5 . Moreover, he told viewers about his trip to Russia in the summer of that year and admitted to the presenter Andrei Mamykin that he did not wait for him to stop criticizing [3] .
In 2008, together with a group of deputies, he left New Time, becoming a member of the newly created Civil Union party . In 2009, he participated in the elections to the European Parliament . In 2010, he was elected to the 10th Saeima according to the lists of the Unity bloc, and was elected the parliamentary secretary of the Ministry of Defense, but after the dissolution of the 10th Saeima, he received the mandate of the European Parliament (as a result of increasing quotas of Latvia by one seat, until 2011 Latvia represented 8 eurodeputies) [7] .
In autumn 2014, he was elected to the 12th Saeima, where he became the head of the budget and finance commission. He became the leader in the number of strikeouts: 25048 voters thus demonstrated their negative attitude towards the candidate [8] . After the resignation of the government, Laimdota Straujuma was one of the candidates for the post of Prime Minister of Latvia [9] .
On February 11, 2016, parliament approved the creation of a government led by Maris Kucinskis , where Shadurskis again became Minister of Education and Science [10] .
At this post, Shadurskis suggested:
- amendments to the law on education, providing for the dismissal of teachers disloyal to Latvia and its Constitution. They were adopted by the Seimas on November 23, 2016 [11] and, in fact, were preparations for a new tightening of the policy regarding schools of national minorities, since any protests were cut off from teachers who, for disagreeing with the policy of the ministry, were threatened with dismissal from work;
- optimization of the number of educational institutions, as there are many small schools in Latvia. A study was commissioned by the ministry, according to which the number of secondary schools in the country should be reduced from 312 to 130 [12]
- extension of the school year by two weeks [13] ,
- reduced homework for students
- admission to school at the age of six in the academic year 2018/2019 [14] .
Lawsuits
The legislative changes initiated by Shadurskis have repeatedly provoked protests and lawsuits in the Constitutional Court.
School Reform 2004
School reform-2004 was first challenged , but in 2005 the court considered the legitimate aim of strengthening the Latvian language in education by introducing a proportion of teaching 60% of the subjects in it in high school. At the same time, the court indicated in the decision in the case Nr.2004-18-0106 indicated a number of aspects that should be taken into account subsequently.
Article 91 speaks of the principle of equal treatment of people belonging to equal and comparable conditions. However, representatives of national minorities are not in the same conditions as representatives of the main nation, due to language and ethnicity (paragraph 13 of the Constitutional Court decision).
The court found the applicable ratio of the ratio of Latvian and Russian languages 60% / 40% in secondary education, but not in primary and primary. Moreover, in clause 20.2.3. The court stated of its decision: “Since the impact of the impugned norm on the quality of education and the learning process has not been proven, there must be a mechanism to ascertain the changes. This is especially true for the quality of the learning process. These changes are not only possible, but also need to be actively monitored. Article 112 of the Constitution requires this, the first sentence of which includes the right to education. The control mechanism should be objective, comprehensive, professional, regular, based on scientific assessments and methods. The state is obliged to ensure the receipt of data, during the assessment of which it is possible to make informed decisions, as well as provide the public, students and their parents with information about changes in the quality of education and the learning process. ”
However, until 2018, the education quality monitoring system in the Ministry of Education and Science did not appear, which was confirmed by the ministry in response to the request of the 12th Diet deputy Elena Lazareva “On quality control and competitiveness of education” [15] . The Ministry of Education and Science plans to pay for the creation of a monitoring system from the funds of the European Union, having submitted the corresponding draft 8.3.6. in the amount of 7.65 million euros.
Teacher Salary
On February 21, 2018, the Constitutional Court in Nr. 2017-11-03 declared contrary to Articles 1 and 64 of the Constitution and invalid since the adoption by the Cabinet of Ministers of the Cabinet of Ministers, initiated by the Ministry of Education and Science (MES), regarding the salaries of teachers [16] [17] .
The verdict concerns two Rules: “The Procedure for Assessing the Quality of Professional Activities of Educators” Nr. 350 of June 17, 2014 and the "Rules for the remuneration of teachers" Nr. 445 dated July 5, 2016. Paragraph 91 of the first set a break in the assessment of qualifications from May 31, 2016 to August 31, 2018 for teachers who expired the qualification certificate or who were not assigned a qualification, thereby depriving them of the right to receive an additional payment to the salary. At the same time, restrictions were imposed retroactively on some people!
CM Rules Nr. 445 dated July 5, 2016 in paragraph 27 established that teachers of categories 3, 4 and 5 are charged an additional fee of 45, 114 and 140 euros per wage in proportion to the number of charged hours, but for psychologists, speech therapists, and special teachers, in proportion to the rated workload. The administrative staff of educational institutions pay an additional fee for the category in proportion to the teaching load, for which the category is assigned, not counting the official salary. These conditions were more unfavorable for educators than previously existing ones.
The Constitutional Court considered the case in a written process at the suit of the deputies of the Seimas: 11 from “ Concord ” led by Janis Urbanovic , 4 from the Latvian Association of Regions , 6 from the party “From the Heart of Latvia” led by Inguna Sudraba. On December 19, 2016, they were contacted by the Education Workers' Union and the Association of Heads of Latvian Education, who believe that the ministry’s actions caused negative financial consequences for teachers and had a bad effect on the microclimate in schools [16] .
