Kehra ( Est. Kehra ) is a city without municipal status in northern Estonia in Harju County . It is part of Aniya volost , being its integral part and administrative center. [1] Located on the Jagala River , which flows into the Gulf of Finland .

Kehra Paper Mill 1940
There is a pulp and paper mill. It is planned to build a station for the combined production of electric and thermal energy [2] . Railway station on the Tallinn - Rakvere - Johvi - Narva line .
