Born in Orsha, in a Jewish family.
Military Service
Civil War
In April 1919 he was drafted into the ranks of the Red Army and sent by the Red Army to the 1st shock Communist battalion, and in August - to study at the Smolensk courses of command personnel, after which he was appointed in December as the chief of communications of the battery in the 2nd light artillery division . Interwar

In August 1939, Rogozny was appointed to the post of chief of staff of the 15th Rifle Corps , after which he took part in hostilities during a campaign in Western Ukraine and the Soviet-Finnish War .
World War II
With the outbreak of war he was in his former position. The corps took part in hostilities in the area of the cities of Kovel and Korosten .
On July 22, Rogozny was appointed to the post of commander of the 64th Rifle Corps , which conducted defensive military operations on the outskirts of Kiev in the vicinity of the city of Vasilkov . On August 26, he was appointed to the post of chief of staff of the 40th Army , in February 1943 - to the post of chief of staff, and then - to the post of deputy commander of the 69th army , which conducted military operations in the area of Kharkov and Poltava .
In June 1943 he was appointed commander of the 48th Rifle Corps , which took part in the Iasi-Chisinau offensive operation , as well as in the liberation of the cities of Valka , Znamenka and Iasi . In January 1945, the corps took part in the offensive military operations to break through the Sandomierz bridgehead , and in February - to break through the Oder bridgehead . By April 20, the 294th Infantry Division , which was part of the corps, occupied the city of Weissenberg , but was surrounded by enemy attacks. For the unorganized and premature withdrawal of the division without taking into account the circumstances and conditions for such an operation, he was removed from his post, after which he was placed at the disposal of the Military Council of the 1st Ukrainian Front .
Post-War Career
After the war ended, he was at the disposal of the Main Directorate of Personnel of NCOs and in January 1946 he was appointed head of the Directorate of Combat and Physical Training of the Southern Group of Forces , in January 1948 he was appointed head of the department of combat training, and since April he served as commander of the Separate Mechanized Army .
From October 1948 he was at the disposal of the Commander-in-Chief of the Ground Forces and in February 1949 he was appointed to the post of head of the military and physical training department of the North Caucasus Military District , and in July - to the same position in the Don Military District .
In February 1951, he was appointed to the post of head of the military department of Kiev State University , but did not take up the post and the order of appointment was canceled. In September of the same year he was appointed head of the department of military disciplines of the military medical faculty of the Saratov Medical Institute .
In November 1954, went into stock. He died on January 12, 1990 in Kiev .
