Garmaev, Yury Petrovich

Born on September 2, 1970 in the village of Kudara-Somon, Kyakhtinsky District, Buryat Autonomous Soviet Socialist Republic. In 1993 he graduated from the Law Faculty of the Irkutsk State University.

From 20.6.1993 to 31.12.2005 worked in the prosecutor’s office at the following positions: investigator, senior investigator of the Buryat transport prosecutor’s office, senior investigator of the East Siberian transport prosecutor’s office, investigator for particularly important cases of the prosecutor’s office of the Republic of Belarus, deputy Buryat transport prosecutor.

Since 1996, part-time, and then since 2006 - on a full-time basis, has been teaching at the Buryat State University. Combined work in the prosecutor's office with the post of senior lecturer, assistant professor, professor, head of the department of criminal law and the process of law faculty of the BSU.

In 2002, at the main place of work in the prosecution authorities, he was transferred to the post of head of the department for organizing prosecutorial and investigative activities of the Irkutsk Institute for Advanced Studies of Prosecutorial Employees of the Prosecutor General's Office of the Russian Federation.

On December 31, 2005, he resigned from the prosecution authorities of the Russian Federation. He has a class rank - Senior Counselor of Justice (Colonel of the Prosecutor's Office) retired.

On January 1, 2006, he moved to a permanent job at the Buryat State University. He worked as a head (2007–2009) and a professor (2006–2007, from 2009 to the present) at the Department of Criminal Law and Procedure, Department of Criminal Procedure and Forensic Science. Since 2006, Head of the Laboratory of Comparative Law in the countries of the Asia-Pacific region.

In 1998, working as a senior investigator, he defended his thesis on the topic: “Actual problems of the theory and practice of investigating official crimes in customs authorities”, which was largely based on the materials of the criminal cases investigated by the author himself. The thesis was defended by the Honored Lawyer of the Russian Federation, Doctor of Law, Professor Vladimir Ivanovich Shikanov. Place of defense: Research Institute of the problems of strengthening law and order at the General Prosecutor's Office of the Russian Federation (Moscow).

In 2004, in the same research institute, he defended his doctoral thesis on the topic: “Theoretical foundations of the formation of forensic crime investigation techniques”. The scientific adviser was the doctor of legal sciences, professor Alexander Fedorovich Lubin.

In 2001, Yu. P. Garmayev was awarded the academic title of associate professor in the department of criminal law and process, in 2013 - the academic title of professor in the department of criminal procedure.

Professor Yu. P. Garmaev - a forensic scientist known in Russia and abroad, the author of more than 340 scientific and educational works, including the author (co-author) of 39 monographs, textbooks and manuals; executive editor of 18 collective monographs and collections of scientific papers.

Most of his major publications were published in Moscow. Some monographs and other works have been published in foreign languages: English, Chinese, Mongolian (in the PRC, Mongolia, Germany, Ukraine, Macedonia).

Of the more than 340 of his scientific works, over 78 have been published in publications recommended by the Higher Attestation Commission (HAC) of the Ministry of Education and Science of the Russian Federation, 4 in journals indexed in the international database Scopus ^{[1] [2]} . The Hirsch Index is 12, the citation index is 1104 (as of August 23, 2016) ^[3] . For many years, he has held leading positions in the annual rating of BSU for scientific work and has been recognized as the “Best Professor of 2016” in the humanitarian field.

Professor Yu. P. Garmaev is the winner of the grant competition of the President of the Russian Federation for state support of young Russian scientists - doctors of science (2005–2006, MD-2676.2005.6) and a number of others ^[4] .

He is a member of the dissertation council D 220.038.11 at the Kuban State Agrarian University. 11 graduate students are preparing dissertations under his supervision, 8 dissertations for the degree of candidate of law are defended, in 2018. acted as a consultant in the defense of a doctoral dissertation.

He was the head of the organizing committees of 9 international scientific and practical conferences on the problems of comparative law in the countries of the Asia-Pacific Region (Ulan-Ude), and was one of the initiators of the development of this scientific direction in Russia.

Areas of scientific interest: methods of investigating certain types and groups of crimes, criminal and legal qualification of corruption, official, external economic crimes, tactics of prosecution and defense in criminal proceedings, use of OSR results in proving criminal cases, applied methods of training lawyers - students and practitioners, comparative law in the APR countries, legal education, anti-corruption education.

From 1996 to the present, Yu.P. Garmaev conducts lectures and practical exercises for students in the following disciplines: “Criminalistics”, “Criminal Law”; special courses: "Fundamentals of the methodology for the investigation and maintenance of public prosecution in bribery cases", "Overcoming countering criminal prosecution", etc .; practical exercises on the topics: “Preparation of procedural documents”, “Methods of investigation of certain types of crimes”. The total teaching experience is 20 years (for 2016).

In addition to classes at the University, Yu. P. Garmaev, starting in 2003, constantly conducts training to improve the qualifications of judges, investigators, employees of the Prosecutor's Office of the Russian Federation, the Federal Security Service of the Russian Federation, the Ministry of Internal Affairs of the Russian Federation, the Federal Drug Control Service of the Russian Federation on specific issues of fighting crime. Traveled for these purposes in more than 20 subjects of the Russian Federation.

Since 2006, he has been constantly conducting advanced training sessions for state, municipal employees and other practitioners in the framework of anti-corruption education on the subject: “Preventing corruption and protecting against unlawful accusations of committing corruption crimes”, adapting these classes to relevant fields of activity, categories of employees and the population (regional: educational, medical institutions, bodies of the UK, FMS, FTS, Rospotrebnadzor, Pension Fund, Ministry of Internal Affairs, etc.).

As part of work on grants, as well as on special invitations, he conducted more than 100 lessons on anti-corruption education in more than 50 organizations, traveled to this end to 12 regions of the Russian Federation.

During the period of work in the prosecutor’s office (1993-2005), he was repeatedly encouraged by the Prosecutor General of the Russian Federation, the Prosecutor of the Republic of Buryatia, the East Siberian Transport Prosecutor, his experience of investigative work was highlighted in the Bulletin of the Prosecutor General’s Office, the journal Investigative Practice, Legality and others

In 1996, by the Decree of the President of the Republic of Buryatia, he was awarded the diploma of the first degree “The Best Investigator of the Republic of Buryatia” according to the results of the investigation of criminal offenses of official crimes.

In 1998, in order to encourage the Prosecutor General of the Russian Federation, he was awarded an extraordinary class rank - Junior Counselor of Justice (Major), for successfully investigating a number of cases of official and foreign economic crimes.

For success in educational activities, he was repeatedly encouraged by the Ministry of Education of the Republic of Buryatia, the administration of the city of Ulan-Ude, the Supreme Court of the Republic of Belarus, the Constitutional Court of the Republic of Belarus.

In 2013, the regional branch of the All-Russian public organization “Association of Lawyers of Russia” was awarded the prize “Lawyer of the Year of the Republic of Buryatia” in the nomination “For Contribution to Jurisprudence”.
